The core responsibilities for theEnvironmental Compliance Specialist IV position which serves as the LeadHazardous Materials Specialist is to serve as a lead technical expert andassisting with the training of new and current staff and ensuring compliancewith Maryland state regulations and federal requirements at hazardous materialstransportation facilities and during en-route shipments. This includesproviding response professional technical assistance compliance solutionsand oversight for the remediation of transportation-related incidents involvingthe release or threat of release of regulated substances.
The working conditions for thisposition consist of:
- The incumbent working outside in all weather conditions which involveexposure to hazardous conditions that may result in injury such as working roadside next to moving traffic on major highways and secondary roads working alongside sworn law enforcement personnel performing live traffic stops potential exposure to hazardous materials vehicle exhaust extreme heat and extreme cold. This includes any other potential dangers associated with hazardous materials emergency response and roadside DOT enforcement activities.
- The physical demands includelifting 50 pounds or more climbing into onto and under commercial vehicles and lifting carrying and operating spill mitigation equipment and donning personal protective equipment.
- Routine use of protective equipment includes coveralls ballistic protection safety boots eye protection and of respiratory protection and chemical protective suits during incidents or special investigations to prevent self-contamination or exposure to hazardous materials. The use ofany other personal protective equipment as assigned or deemed necessary.
The selected candidate willperform field duties throughout Baltimore City and surrounding Marylandcounties.
Drivers License:Avalid drivers license with no more than five points is required to operate aState vehicle.
Out-of-State Licenses:If you hold an out-of-state license you must provide a certifiedcopy of your driving record from the appropriate Motor Vehicle Administrationat the time of appointment.
Experience:Seven years of experience performing environmental regulatory compliance work in the areas of water pollution control; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction; storm water management; coal non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollution control.

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciples such as earth science environmental science geology civil or environmentalengineering biology chemistry agronomy forestry or other related discipline and two years of experience performing environmental regulatory inspection or investigation work related to State federal or local regulation code or standard compliance for four years of the required experience.
may substitute the possession of a Bachelorsdegree from an accredited college or university in earthscience environmental science geology civil orenvironmental engineering biology chemistry agronomy forestry or other related discipline and three years ofexperience performing environmental regulatory compliancework in more than one of the following areas: water pollutioncontrol; sediment and erosion control; tidal and non-tidal wetlands; flood control and waterway construction;storm water management; coal non-coal and surface mining; air quality and air management control; solid waste management; hazardous waste control; and oil pollutioncontrol for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and NaturalResources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.
It is preferred that the selectedcandidate has the following:
- Experience as a hazardous materials technician or as a member of a hazardous materials team.
- Skilled work experience responding to hazardous materials incidents.
- Experience operating an emergency vehicle.
- Skilled work experience investigating or assisting in investigating post-crash vehicle collisions to determine pre-crash and post-crash vehicle defects.
- Certified/Training as a primary screener to operate a Personal Radiation/Nuclear Detection (PRND) device.
- Experience in a leadership role.
Also it is preferred that theselected candidate has the following MCSA/CVSARoadside CMV Inspection Certifications.
- Current FMCSA North American Standard Part A Certification.
- FMCSA North American Standard Part B Certification.
- FMCSA General Hazardous Materials Inspector.
- FMCSA Cargo Tank Inspector.
- FMCSA Other Bulk Package.
- CVSA Transuranic Waste and Highway Route Control RAM Level VI Certification.
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
