Job Summary

Enterprise Project Manager
Location: Columbia SC Role is onsite with the POTENTIAL for hybrid work once the resource is well acclimated - ratio of onsite/remote days will be at the managers discretion.

Interview Process: 1-2 Rounds of Virtual Interviews

Candidate location: No South Carolina residency required. Open to nationwide candidates. All travel-related costs for onsite work will be the responsibility of the resource no matter the frequency of onsite work.

Project Scope:

The client is seeking an experienced Enterprise Project Manager to lead and deliver complex enterprise-level IT regulatory compliance and business transformation initiatives. This role combines project management and business analysis responsibilities to ensure successful project delivery from initiation through implementation.

The consultant will oversee project planning scheduling budgeting risk management stakeholder engagement requirements gathering process improvement change management and project governance activities. The role requires close collaboration with executive leadership business stakeholders vendors technical teams and agency partners to drive project success and ensure alignment with organizational goals.

The selected candidate will report directly to the Director of Administrative IT or designated project executive and will be responsible for maintaining project transparency through comprehensive documentation executive reporting dashboards and stakeholder communications.


Key Responsibilities:

Project Management

  • Lead end-to-end project delivery including scope schedule budget quality risk communications and resource management.
  • Develop and maintain project plans schedules work breakdown structures (WBS) RAID logs status reports and executive dashboards.
  • Coordinate cross-functional teams including IT staff vendors business stakeholders SMEs and agency partners.
  • Facilitate project workshops planning sessions stakeholder meetings and governance reviews.
  • Identify project risks issues dependencies and implement mitigation strategies.
  • Manage vendor relationships Statements of Work (SOWs) procurement activities and contract oversight.
  • Ensure compliance with agency policies security standards records management requirements and project governance frameworks.

Business Analysis

  • Lead requirements gathering sessions stakeholder interviews workshops and process discovery activities.
  • Document business functional non-functional requirements user stories and acceptance criteria.
  • Analyze and redesign business processes workflows and operational procedures.
  • Develop current-state and future-state process maps workflow diagrams and data flow documentation.
  • Collaborate with architecture infrastructure security and data teams to translate requirements into solution designs.
  • Support solution evaluations build-versus-buy analysis and integration planning.

Change Management & Adoption

  • Develop change management and communication strategies.
  • Coordinate User Acceptance Testing (UAT) deployment planning cut over activities and production readiness.
  • Support organizational adoption through training communication user feedback and continuous improvement initiatives.
  • Monitor post-implementation performance and adoption metrics.

  • Strong process mapping workflow analysis and business transformation experience.


Education
Bachelors Degree in Business Information Technology Project Management or related field.

Preferred Certifications

  • PMP (Project Management Professional)
  • PMI-ACP (Agile Certified Practitioner)
  • Comparable Project Management Certification

Requirements

Required Skills & Experience:

  • 7 years of Project Management experience managing moderate to highly complex initiatives.
  • Strong experience in Business Analysis requirements gathering and process redesign.
  • 5 years of experience managing enterprise IT regulatory compliance or large-scale business projects.
  • Experience managing multiple concurrent projects and work streams.
  • Strong project scheduling planning and resource management skills.
  • Experience facilitating stakeholder workshops and executive-level communications.
  • Ability to identify analyze and improve business processes.
  • Experience developing project governance documentation and project reporting artifacts.

Required Skills:

Enterprise GIS Design Implementation & Management: Minimum of ten (10) years of experience in the design implementation and management of enterprise GIS systems including Esri ArcGIS Enterprise ArcGIS Online ArcSDE and relational database platforms such as Oracle SQL Server or PostgreSQL/PostGIS Enterprise GIS Architecture Design: Minimum of five (5) years of experience in designing enterprise GIS architectures including system integration scalability planning cloud deployment (Azure/AWS) and high-availability configurations Technical Leadership & Governance: Minimum of five (5) years of experience in providing technical leadership and guidance to GIS database administrators analysts and developers including establishing standards best practices and governance frameworks Enterprise GIS Performance Optimization: Minimum of five (5) years of experience in optimizing enterprise GIS performance including spatial SQL tuning service load balancing and distributed geoprocessing workflows Disaster Recovery & Business Continuity: Minimum of three (3) years of experience in enterprise-level disaster recovery planning including backup and replication strategies failover systems and business continuity planning for GIS environments GIS Modernization Initiatives: Demonstrated experience in leading enterprise GIS modernization initiatives including migration to cloud platforms integration with enterprise IT systems and adoption of emerging geospatial technologies Communication Skills: Excellent verbal and written communication skills with demonstrated ability to work with project managers business analysts database administrators GIS analysts application analysts business policy staff workers and executive leadership Preferred Skills (Not Required but a Plus) Masters degree in Computer Science Geography Geomatics Information Systems or a related field Experience in transportation or government IT environments Esri Enterprise certification (e.g. Esri Technical Certification - Enterprise System Design) Cloud certifications (AWS Solutions Architect Azure Solutions Architect) Experience with enterprise service-oriented architecture (SOA) and microservices Familiarity with geospatial data standards and metadata management (FGDC NGDA ISO 19100 series) Experience with enterprise security frameworks (NIST FISMA FedRAMP) Knowledge of emerging geospatial technologies (3D GIS real-time GIS IoT integration)
