Contract: Anticipated term from execution of the agreement through August 31 2027.
Texas Tech University Health Sciences Center is seeking an experienced Enterprise AI Adoption & Enablement Consultant/Consulting Team to provide enterprise-wide AI strategy governance workforce upskilling workflow automation custom AI development adoption analytics and change-management services.
The consultant will support TTUHSC in moving from relatively limited AI utilization to durable measurable high-value AI adoption across academic administrative clinical and research operations. The engagement will include strategic planning AI readiness assessment governance leadership enablement employee training workflow redesign AI/agentic solution development adoption measurement ROI analysis security privacy and knowledge transfer.
Facilitate executive alignment and AI visioning sessions to establish institutional AI ambition risk tolerance target pace and strategic benchmarks.
Conduct an AI readiness and maturity assessment covering AI skills data architecture operational pain points security policies and organizational/cultural adoption barriers.
Develop an executable AI Transformation Roadmap with prioritized milestones resource requirements key risk indicators governance gateways implementation sequencing and measurable outcomes.
Develop and support AI governance frameworks and policies addressing permissible AI use cases data privacy intellectual property algorithmic accountability and risk mitigation.
Develop a findings-to-recommendations traceability matrix connecting transformation initiatives to assessment findings operational needs and identified opportunities.
Design and execute a leadership change-management framework to build sustainable internal AI capabilities.
Deliver tailored AI education workshops and executive briefing sessions for VPs Deans Department Heads and People Managers.
Design and operationalize a Change Champions Network across administrative and academic departments to support grassroots AI adoption and peer-to-peer coaching.
Develop change-management communications plans engagement playbooks communication templates and adoption methodologies.
Develop train-the-trainer programs and operational playbooks to transfer AI change-management capabilities to TTUHSC personnel.
Develop role-based AI and data-literacy training programs for functional areas such as procurement finance clinical administration and academic operations.
Deliver training through live virtual sessions instructor-led workshops self-paced modules project-based labs and coaching/apprenticeship approaches.
Develop training using practical sanitized TTUHSC use cases and enterprise-approved AI tools.
Provide guidance on advanced prompt engineering contextual grounding system instructions and task-specific automation techniques.
Establish a searchable institutional repository of validated AI use cases prompts and best practices.
Evaluate departmental workflows to identify and prioritize high-ROI opportunities for AI-driven redesign and automation.
Design build test and validate functional AI automation prototypes and custom solutions including application development API integrations and model orchestration where appropriate.
Develop frameworks for agentic AI architecture deployment monitoring and control.
Establish agent management procedures covering auditing approval access control and human-in-the-loop (HITL) oversight.
Develop workflow redesign specifications and functional automation/custom solutions supporting high-priority TTUHSC use cases.
Implement or provide solutions for AI adoption and engagement analytics including active utilization usage frequency functional distribution and feature usage.
Track employee AI proficiency and skill progression from basic usage through advanced workflow integration.
Identify departments experiencing adoption bottlenecks lagging utilization or targeted coaching requirements.
Develop transparent frameworks to model measure and verify ROI including financial savings hours saved and operational velocity improvements.
Ensure AI services platforms and custom solutions comply with applicable FERPA HIPAA and Texas Department of Information Resources (DIR) requirements.
Ensure TTUHSC institutional data is not used to train fine-tune or improve vendor proprietary models public models or third-party datasets.
Implement appropriate Role-Based Access Control (RBAC) SSO integration encryption in transit and encryption at rest for applicable software and data-transfer components.
Designate a Project Lead and develop a detailed Project Plan covering timelines milestones deliverables dependencies and escalation paths.
Establish regular project reporting and review mechanisms including operational status reporting and executive reviews tied to KPIs and milestone acceptance criteria.
Provide comprehensive knowledge transfer operational documentation code/architecture documentation where applicable and an exit transition plan.
Collaborate with TTUHSC leadership academic departments administrative functions clinical operations research units and other institutional stakeholders.
Demonstrated experience providing enterprise AI strategy AI adoption AI enablement transformation or related consulting services.
Demonstrated knowledge of AI strategy governance organizational transformation workforce enablement and enterprise AI adoption.
Experience conducting AI readiness and maturity assessments including assessment of skills data architecture operational processes security policies and adoption barriers.
Experience developing enterprise AI transformation roadmaps implementation milestones governance mechanisms resource requirements and measurable outcomes.
Experience developing AI governance policies addressing data privacy intellectual property algorithmic accountability permissible use cases and risk mitigation.
Experience with executive advisory leadership education change management organizational communications and capability-building programs.

Ability to provide qualified personnel with appropriate qualifications and experience for the proposed project team. The RFP specifically requires identification of key individuals/sub-consultants their qualifications and experience expected involvement and time commitment.
