GENERAL DESCRIPTION:

To identify vital critical infrastructure within the State of Wyoming that in the case of incapacity or destruction of such systems or assets would have a debilitating impact on security economic security public health or public safety. Assist private companies businesses and the public sector in developing protection methods to minimize the effects of natural or manmade attacks or disasters.

Engage with protection of all 16 sectors of the Critical Infrastructure (Chemical Commercial Facilities Communications Critical Manufacturing Dams Defense Industrial Base EmergencyServices Energy Financial Services Food and Agriculture Government Facilities Healthcare and Public Health Information Technology Nuclear Reactors Materials and Waste Transportation Systems and Water& Wastewater)inthestate with a particular focus on the Communications Sector. The Communications infrastructure includesbroadcasting cable satellite wireless and wireline capabilities as well as the transportnetworks that support the Internet and other key information systems.

Serves as a member ofthe WyomingCyber Assistance Response Effort (CARE) team by assisting with the planning reviewing vetting response andexercise processto ensure cyber efforts are coordinated and efficient.

Serves as a Critical Infrastructure Analyst and key team member for the Wyoming Information Analysis Team (WIAT) located at the Division of Criminal Investigation. This position coordinates closely with the federal Department of Homeland Securitys Cybersecurity and Infrastructure Security Agencys Protective Security Advisor and Cyber Security Advisor as well as the DHS I&A Intelligence Officer.

Basic radio and communications knowledge is expected to support deployments of HLSs communications equipment to support local jurisdiction. They will be a backup for testing of the FNARS (FEMA National Radio System) located at HLS.

Due to the nature of the information being received and shared this position requires the ability to qualify for a Secret clearance through the federal Department of Homeland Security.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

Serves as one of the states subject matter experts and partner development coordinator in the critical infrastructure space including public-private partnerships. This requires constant interaction and development of trust with federal state and local agencies and the private sector owners and operators. The major focus is on Critical Infrastructure partners within the Communications Sector. Analyze vulnerabilities monitor threats and develop strategies to help mitigate those vulnerabilities and threats from natural disasters cyberattacks and physical attacks.
Serves as an HLS representative to the WIAT as a Critical Infrastructure Analyst who works closely with state and federal partners to analyze threats to critical infrastructure and provide subject matter expertise in the writing of WIAT products for dissemination to appropriate audiences. Serves as a member of the pre-and post-travel briefing team for state employees.
Assist with overseeing and coordinating efforts to improve protect and manage communications infrastructure within the agency and systems within the state. Collaborate with other federal state and local government agencies to develop strategies policies and procedures to safeguard critical communications networks. Work with others to coordinate incident response efforts during communication infrastructure disruptions. Help with the development and maintenance of emergency response and recovery plans relating to communications infrastructure. Help ensure that public/private communications networks/systems have resilience and redundancy built in using the PACE (Primary Alternate Contingent Emergency) framework principles.
This position serves as a member of the CARE team and participates in the planning and response processes for the team. This team includes state federal and local partners.
Assist 24/7 emergency deployment of mobile support and interoperable communications during emergencies disasters acts of terrorism and/or by order of the Governor. Assist with planning developing and implementing incident command interoperable communication plans. Travel in and out of state to participate in planning training exercises meetings seminars and conferences.
Perform other duties as assigned. Serve as a 24/7 Duty Officer for the agency to respond to after-hours incidents. The Duty Officer rotation is for a 1-week duration and is shared with all staff.

Qualifications

KNOWLEDGE:

Knowledge of emergency management laws;
Knowledge of State and federal laws rules and regulations.
Knowledge of the use of Force policies
Knowledge of public Law 99-510 U.S.C. 9601-9675
Knowledge of Emergency Planning
Knowledge of Wyoming State Statutes;
Knowledge of the Homeland Security Act
Knowledge of the Emergency Response Act.
Knowledge of the Standard Operating Procedures for crisis management preparedness response and recovery.

MINIMUM QUALIFICATIONS:

Education:

Bachelors Degree

Experience:

1-2 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist II

Education & ExperienceSubstitution:

4-6 years of progressive work experience in (typically in Emergency Preparedness) with acquired knowledge at the level of an Emergency Preparedness Specialist II

PHYSICAL WORKING CONDITIONS:

Typical office environment.
Typically the employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items etc.
