- General Description
The Emergency Management Specialist Senior is responsible for directing the municipal branch and fostering collaboration with municipalities and universities within Broward County. Key responsibilities encompass providing information and support for credentialing personnel in the Emergency Operations Center (EOC) maintaining emergency contacts for municipalities delivering training to municipal and regional representatives conducting incident management system training supporting municipal exercises and trainings and disseminating pertinent emergency management information to partner agencies. Additionally this role manages the Vulnerable Populations Registry and grants access credentials to municipalities utilizing the registry. As part of the Operations Section the role involves evaluating comprehensive emergency plans for healthcare facilities. It may also entail reviewing updating or developing emergency management plans such as Standard Operating Procedures (SOPs) policies procedures checklists guides and other hazard-specific plans. The position may assist with various projects within the Operations Section to ensure operational readiness. Subject to recall during disasters and other emergencies with potential weekend holiday and shift work during such events. Strong written verbal and interpersonal communication skills are essential for effective communication with a diverse range of stakeholders. Experience in managing a major aspect of emergency response in an Emergency Operations Center setting is highly beneficial. Other duties may be assigned by the section manager and support the goals of emergency management through assigned job duties. Works independently with limited supervision reporting major activities through periodic meetings.

Minimum Education and Experience RequirementsRequires a Bachelors degree from an accredited college or university with major coursework in business liberal arts or any other degree related to Emergency Management. (One year of relevant experience may substitute for each year of required education.)
Requires four (4) years of emergency management planning in an emergency management agency including experience writing emergency management and contingency plans or any equivalent combination of relevant experience and training.
Special Certifications and LicensesPossess and maintain a valid Florida Class E Drivers License based on area of assignment.
Ability to pass a Homeland Security background check (non-classified).
Completion of incident command courses within six (6) months of hire: FEMA ICS-and 800.
Preferences- Experience in developing emergency management plans procedures and checklists.
- Experience developing and conducting trainings and presentations.
- Experience utilizing emergency management software and databases.
- Holds a Florida Professional Emergency Manager (FPEM) or Certified Emergency Manager (CEM) certificate.

- Duties and Responsibilities

Manages the organized analysis planning decision-making and assignment of resources to mitigate prepare for respond to and to recover from the effects of all hazards.
Builds strong relationships and maintains them to achieve successful outcomes handling the complexities of an emergency or disaster event; maintains relationships with municipal governments the State Emergency Management Division and the Federal Emergency Management Agency.
Creates plans policies and procedures conducts exercises in preparation hurricane season; coordinates with other agencies to prepare for an emergency; leads in the review and update of the standard operating procedures in accordance with guidelines.
Initiates rapid actions real time inter-agency coordination and decision making in a potentially stressful complex environment during emergency situations.
Supervises employees and prepares performance appraisals for assigned subordinates.
Functions as the duty officer on a rotating basis providing 24-hour emergency coverage for the Division; responds appropriately to requests and situations requiring additional intervention.
Participates in training and continuing education to enhance own knowledge and professional development; designs and conducts training exercises.
