The Emergency Management Specialist assists with the development review and maintenance of emergency management plans including the Emergency Operations Plan (EOP) Hazard Mitigation Plan County Receiving and Distribution Point (RDP) Plan and Points of Distribution (POD) Plan. The position supports coordination and logistics for field-level emergency operations and disaster response activities and responds to routine inquiries from partner agencies stakeholders and the public regarding emergency management programs and procedures.

The Specialist assists in reviewing emergency plans from schools healthcare facilities and other organizations to ensure compliance and operational readiness. The position also supports the planning execution and evaluation of emergency management exercises drills and training activities. Responsibilities include receiving and monitoring communications from the North Carolina Division of Emergency Management regarding scheduled events training opportunities project requirements and deadlines; preparing project schedules; tracking progress; and ensuring the timely completion of assigned emergency management initiatives.

Additional responsibilities include maintaining and updating inventories of emergency response resources and equipment tracking and documenting resource requests and deployments involving outside agencies and mutual aid partners and collaborating with local state federal nonprofit and private-sector partners to support emergency management objectives. The Emergency Management Specialist performs other related duties as assigned.

The Emergency Management Specialist works with a diverse range of local state federal nonprofit and private-sector personnel as well as members of the public to support emergency management operations preparedness initiatives response activities and recovery efforts throughout the county.

Purpose of the position:

The purpose of this position istoberesponsible forperformingtechnical and administrativesupport for the Emergency Management Division.

Minimum EducationTrainingand/or Experience(at time of hire):Associatedegree in Emergency Management or relatedfieldand aminimumthree (3)years ofexperience in emergency operations;or an equivalent combination of education and experience.

License or Certification Required by Statute or Regulation:Valid drivers license is.

Physical Requirements:The work is primarily medium work requiring exerting up to 50 pounds of force occasionally and/or up to 30 pounds of forcefrequently and/or up to 10 pounds of force constantly to move objects. Additionally the following physical abilities are required: balancing climbing crawling crouching feeling fingering grasping handling hearing kneeling lifting mental acuity pulling pushing reaching repetitive motion speaking standing stooping talking visual acuity and walking.

Essential Functions of the position:

  • Assistwith the development and maintenance of all mitigation preparedness response and recovery plans (e.g. Emergency Operations Plan Hazardous Mitigation Plan County Receiving and Distribution Point Plan Points of Distribution Plan).

  • Assistwith coordination andlogisticsfor field level operations.

  • Answerroutine inquiries from partner agencies and thegeneral publicrelated to Emergency Management issues; Assistwith the review of emergency plans of individual organizations such as schools and medical facilitiesin order toensure their adequacy.

  • Assistwith planningexecutionand evaluation of emergency response exercises; receivecommunication from the North Carolina Division of Emergency Managementregardingscheduled events trainings and project requirements and deadlines; Prepare and reviewschedule with senior staff; trackprogress and ensures completion of projects.

  • Maintain and updateinventory of emergency response resources in the county;maintaindocumentation and tracking of resources requested by outside agencies.

  • Performs other related duties as assigned.

  • Ability to research write and edit Emergency Preparation planscommunicationsandreports.

  • Ability to follow established procedures and to perform work requiring some detail.

  • Ability tomaintaineffective working relationships with thegeneral public; ability to deal tactfully and courteously with thegeneral public.
