Job Summary

Title: Program Manager
Reports To: Associate Director of Programs
Salary Range: $60000-$70000
La Casa Nortes mission is to serve youth and families confronting homelessness by providing access to stable housing and delivering comprehensive services that transform lives and communities. Our work addresses homelessness at both the individual and community levels through a holistic trauma-informed approach.
Summary of Responsibilities
The Program Manager provides leadership oversight and strategic direction for Emergency Shelter Transitional Housing and/or Non-Congregate Shelter programs. This role ensures high-quality compliant and mission-aligned service delivery through effective staff supervision operational management and data integrity.
This is a full-time position Monday through Friday 11:00 AM 8:00 PM with required flexibility. Evening work at least one weekend shift per month and periodic after-hours responsiveness are expected due to the 24/7 nature of shelter operations.
Key Responsibilities
1. Program Operations & Staff Leadership
  • Supervise and support program staff to ensure effective mission-aligned service delivery.
  • Lead full-cycle hiring in collaboration with HR including recruitment interviewing onboarding and training.
  • Oversee daily program operations including staffing coverage safety protocols milieu management and resource coordination.
  • Ensure implementation of trauma-informed care Positive Youth Development (PYD) and Housing First practices.
  • Provide coaching and training on de-escalation and behavioral intervention strategies.
  • Monitor and manage critical incidents ensuring timely documentation response and follow-up.
  • Participate in management meetings to align program operations with organizational priorities.
2. Data Integrity & Quality Assurance
  • Maintain ownership of program data accuracy and compliance in HMIS and ClientTrack systems.
  • Monitor documentation quality including intakes case notes services and participant records.
  • Identify and resolve data discrepancies ensuring audit readiness at all times.
  • Collaborate regularly with the Quality & Program Performance Manager to strengthen data systems.
  • Establish clear documentation standards and hold staff accountable for timely and accurate data entry.
  • Promote a culture where data integrity is a core component of service delivery.
3. Strategic Leadership & Stakeholder Engagement
  • Contribute to organizational strategy and cross-department collaboration as part of the management team.
  • Ensure program alignment with agency goals funding requirements and community needs.
  • Represent La Casa Norte in external meetings with funders partners and stakeholders.
  • Foster a team culture grounded in accountability equity trauma responsiveness and participant voice.
  • Strengthen collaboration across departments to ensure effective program implementation.
Additional Responsibilities
  • Attend staff meetings case reviews and trainings.
  • Participate in outreach and fundraising events.
  • Support program development and continuous improvement initiatives.
  • Perform other duties as assigned.
Qualifications
Experience
  • Minimum 5 years working with individuals experiencing homelessness or housing instability.
  • At least 3 years of experience in housing-related services (e.g. placement discrimination or policy).
  • Minimum 7 years of supervisory or management experience.
  • Bachelors degree in Social Work or related field preferred.
Skills & Knowledge
  • Strong understanding of HUD IDHS and Continuum of Care (CoC) regulations.
  • Proficiency in HMIS ClientTrack and similar systems.
  • Demonstrated leadership in team supervision coaching and performance management.
  • Excellent communication and organizational skills.
  • Cultural competence particularly working with Latino and African American communities.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Bilingual Spanish/English preferred.
  • Valid drivers license and access to a vehicle required.
Work Environment & Requirements
  • Flexible schedule including evenings and weekends.
  • Local travel required.
  • Participation in on-call rotation for 24/7 program support.
  • Must have Vehicle Insurance and active Drivers License
Compensation and Benefits Package Includes:

Supervisory and Non-Union Classification Justification:
This position is classified as Non-Union based on the following exemptions under applicable labor law:
Managerial Exclusion: The Associate Director has hiring supervision evaluation and discipline authority over multiple staff roles and provides strategic direction in operational planning.
Supervisory Exclusion: The position includes direct supervision of staff and vendors assignment of work and oversight of work quality and performance.
Confidentiality Exclusion: The Associate Director has access to sensitive personnel financial and vendor information including emergency preparedness plans and contract negotiations which require discretion and confidentiality in decision-making.
