The EGID Contracts Monitoris responsible forcoordinating and managing Requests for Proposals (RFPs) contract administrationpurchasingactivities and purchasing card functions for the Employees Group Insurance Division (EGID). The position manages RFP activities from planning through award coordinates contract and funding requirementsmaintainsprocurement and contract records and serves as a liaison between EGID Central Purchasing and applicable OHCA areas.
This position also serves as the subject matter expert for the EGID RFP process provides guidance to stakeholdersregardingprocurement requirements and timelinesmaintainsknowledge of Central Purchasing requirements and supportstimelycompletion of procurement contracting andpurchasingactivities.
Manage the EGID RFP process from initiation through contract award including developing timelines coordinating required documentation and approvals monitoring progress and working with subject matter experts to ensure procurement activities are completedtimely.
Conduct regular meetings with senior EGID staff and other stakeholders to provide updates on upcoming and active RFPsidentifyoutstanding items and communicate required actions and deadlines.
Collaborate with the Compliance Department to develop standardizemaintain and coordinate the EGID RFP process and serve as the subject matter expert for RFP requirements and procedures.
Create andmaintainRFP SharePoint sites and related records ensuring prior procurement materialsdocuments approvals and Central Purchasing documentation are complete and accessible.
Create andmaintainRFP events and related procurement information in applicable OHCA and State of Oklahoma systems including PeopleSoft and coordinate with Central Purchasing throughout the procurement process.
Serve as liaison among EGID Central Purchasing and applicable OHCA areasregardingRFPs contracts procurement requirements and related activities.
Maintain current knowledge of Central Purchasing requirements standards and procedures and communicate applicable changes to EGID stakeholders.
Manage existing contracts and contracts resulting from the RFP process including monitoring contract periods renewals amendments change ordersapprovals and related deadlines.
Review and verify contract invoice and purchasing funding requirements; coordinate with General Ledger and other financial stakeholders; andassistwith annual budget planning based on existing contractual obligations.
Maintain current contract tracking information and enter or update contract requisition purchase order and related information in applicable OHCA and PeopleSoft systems.
Perform purchasing functions in PeopleSoft including dispatching and updating purchase orders processing change orders and verifying funding requirements.
Coordinate required legal Central Purchasing appointing authority and board documentation and approvals to supporttimelyprocurement and contract actions.
Serve as the primary purchasing card holder for EGID including creating and routing requisitions processing authorized purchases and monthly payments monitoring fundingmaintainingrequired documentation and coordinating with OHCA Purchasing.
Maintain required knowledge certification andproficiencyrelated to state procurementpurchasingcard administration PeopleSoft Works and other systems necessary to perform assigned responsibilities.

This position requires knowledge of procurement and contracting processes Requests for Proposals contract administrationpurchasingprocedures funding requirements purchasing card requirements and applicable Central Purchasing standards. The employee must be able to manage multiple procurement and contract activitiesdevelopandmaintaintimelines review documents for accuracy and completenessmonitorfunding requirements maintainaccuraterecords and coordinate activities across multiple stakeholders.
The position requires the ability to communicate effectively with senior staff subject matter experts Central Purchasing General Ledger Compliance and other applicable stakeholders. The employee must be able to explain procurement requirementsidentifyneeded actions provide status updates coordinate deadlines andmaintaincurrent knowledge of applicableprocurement and purchasingrequirements. The employee must also be able to use applicable contract procurement financial SharePoint PeopleSoft and purchasing card systems necessary to perform assigned responsibilities.

3 years of technical clerical work and 3 years of experience involving procurementpurchasing contracting or acquisition
OR
An equivalent combination of education and experience substitution is allowed for the 3 years of technical clerical experience only.
Mustpossessor obtain the applicable Certified Procurement Officer certification within thetimeframerequired by Central Purchasing andmaintainthe certification throughout employment.
Mustpossessor obtain applicable State of Oklahomapurchasingcard certification within thetimeframerequired by Central Purchasing.
Current State of Oklahoma Certified Procurement Officer certification.
Experience with Oklahoma state procurement processes.
Experience managing Requests for Proposals.
Experience with the State of Oklahoma PeopleSoft system.
Experience administering contracts purchase orders and change orders.
Experience with purchasing card administration and the Works system.
Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels.In the course ofperforming job duties employeesare required tospeak stand walk and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
