Job Summary
The Equal Employment Practices Commissions (EEPC) mission is to guide New York City government in its efforts to comply with equal employment opportunity requirements. We achieve this by serving as a thought leader in establishing best practices for making employment decisions; producing research studies to inform employment policy; and collaborating with entities to overcome challenges in creating a fair and inclusive workplace. The EEPC is empowered by the New York City Charter to:
-Audit evaluate and monitor the City of New Yorks employment programs practices policies and procedures to ensure that individual City agencies and the City as a whole maintain a firm and effective affirmative employment program of equal opportunity for minority group members and women employed by or seeking employment with City government.
The EEPCs Audit Unit is responsible for conducting audits for approximately 145 City entities at least once every 4 years. The Audit Unit conducts comprehensive and issue-specific audits of City entities employment programs and prescribes corrective action to bring entities into compliance with the EEPCs Uniform Standards. The Audit Unit also aids agencies in the implementation of EEO program changes.
The Equal Employment Practices Commission is seeking a highly motivated individual to serve as an EEO Program Analyst in the EEPCs Audit Unit. Under the direction of the Audit Manager the EEO Program Analyst will analyze evaluate and monitor the EEO Programs practices policies and procedures of City agencies for compliance with city state and federal EEO laws and policies.
Typical tasks include but are not limited to:
-Examine and evaluate agencies employment/EEO programs whenever initiated by the EEPC or at the request of the Civil Service Commission or City Human Rights Commission;
-Conduct comprehensive audits of agencies employment/EEO programs and focused audits of programs with specific EEO-related issues;
-Review and analyze agencies affirmative action/equal employment opportunity programs provide technical assistance in their implementation through compliance reviews and advise agency personnel in relevant EEO laws and regulations;
-Analyze EEO complaints annual EEO plans and quarterly reports and develop investigatory plans including but not limited to conducting fact-finding conferences;
-Analyze employment statistics concerning discrimination in employment in the areas of interviewing recruitment hiring promoting training and terminating and complaint investigation;
-Prepare written determinations after analysis to support findings/conclusions and devise recommendations for corrective action to address areas of non-compliance as per the EEPCs City Charter mandate;
-Monitor implementation of corrective action by collecting documents reviewing progress and ensuring attainment of established guidelines;
-Represent the EEPC at public hearings and audit-related meetings and serve as a resource to agencies for audit findings and recommendations:

HOURS/ SHIFT: Monday-Friday; 35 hours/week

Appointments to this position are subject to a minimum probationary period of six-months

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
