TheDriver Services Program (DSP) manages the statewide operation of Colorados driver licensing and identification systems. Formed through the strategic unification of the Driver License and Driver Control sections the program is designed to enhance operational efficiency improve employee culture and deliver customer-centric services to all Coloradans.

The DSP ensures that all program activitiesincluding credential issuance record maintenance sanctioning traffic safety driver education call center operations and back-office supportare executed in a timely cost-effective and legally compliant manner. By leveraging the combined expertise of its branches the program aims to promote public safety trust and confidence while providing the legal and physical mobility necessary for residents to navigate their daily lives.


The Administrative Services Specialistserves as a key administrative financial and logistical anchor for the program. Operating with a high degree of organizational efficiency and attention to detail this position supports the procurement and invoicing processes multi-faceted budget planning and CORE reporting manages program assets and facility requests and ensures strict adherence to state purchasing and compliance guidelines. The role coordinates across internal units and external vendors with a high level of customer service to maintain continuous operational readiness and fiscal integrity.

Administrative Services SpecialistPrimary Duties:

  • Purchasing Procurement & Financial Administration -Manages day-to-day procurement operations invoice execution and financial compliance to ensure timely supplier payment and regulatory alignment.

  • Budget Planning Analytics & Documentation Support -Obtains raw financial and operational data updates budget tracking resources and maintains administrative documentation.

  • Facilities Asset Management & Operational Logistics -Coordinates physical asset tracking facility maintenance requests and general operational support to maintain unit continuity.

  • Process Improvement & E-SOPs - Work will includeauthoring updating or maintaining Electronic Standard Operating Procedures (E-SOPs) or other administrative project tracking tools.


Remote work information:
  • This position is designated as remote but may be required to work from a department office building location based on business needs.
  • Employees are responsible to provide and maintain a home office or other suitable remote work location as well as Internet and a secure Wi-Fi connection.
  • All performance expectations productivity and policy adherence requirements apply to remote work from home in the same manner as those assigned to an office.

Minimum Qualifications:


Experience Only:

Five (5) years of relevant experience in an occupation related to the work assigned to this position including Procurement/Financial Administration; Budget/Administrative Support; Coordination support roles in Public Administration/Government agency work.


Or

Education and Experience:

A combination of related education in majors including Accounting/Finance; Public Administration/Government; Business Administration/Management and/or relevant experience in an occupation related to the work assigned including Procurement/Financial Administration; Budget/Administrative Support; Coordination support roles in Public Administration/Government agency work equal to five (5) years.

Preferred Qualifications:

The ideal candidate will possess the following skills:

  • Demonstrated experience entering routing and tracking requisitions and vendor onboarding within financial systems.

  • Proven experience reviewing and processing invoices assigning correct accounting object codes and resolving complex billing disputes.

  • Experience performing budget reconciliations updating financial tracking tools and forecasting budget deficits.

  • Demonstrated experience authoring updating and maintaining electronic Standard Operating Procedures (E-SOPs).

  • Experience managing physical asset inventory (e.g. laptop chain-of-custody tracking) and coordinating facility service requests.

  • Strong skills in managing program email inboxes triaging operational inquiries and maintaining contract abstract spreadsheets.

  • Strong written and verbal communication skills excellent customer service provided to both internal and external customers.


Conditions of Employment with theCDOR:

Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.


As a condition of employment with theCDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.


Pursuant to theUniversal Driving Standards Policyany worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

To be compliant with the new fleet vehicle policy Motor Vehicle Records (MVRs) will be pulled for review for workers who:
  • Have an assigned State fleet vehicle
  • Are required to operate a vehicle as part of the position
  • Utilize a State fleet vehicle as a pool vehicle
