Overall Job Objective/Expectation

The District Managers are expected to balance their time between office-based tasks and actively engage with employees in their environment. Approximately 50% of their time should be dedicated to their administrative tasks while the remaining time should involve being out in the workplace observing operations providing hands-on support and fostering strong relationships with employees. This approach ensures District managers stay connected to day-to-day activities address concerns in real-time and maintain an approachable visible presence.

District Managers are expected to perform their duties in alignment with the responsibilities expectations and standards outlined in this job description. Compliance with these outlines requirements is essential to ensuring the success of the role and contributing to the overall objectives of the organization.

Essential Job Functions

Approach oversight of Authority objectives with integrity and respect

Reports to the Director of Operations any major concerns regarding bus issues scheduling issues and any/all information that affects the effective operation of CATA.

Work closely with the District Manager in other counties Human Resource Manager Maintenance Manager Assistant Executive Director and the Director of Operations on local issues and CATA objectives involving employees and vehicles in respective locations.

Provide supervision to all vehicle operators & provide support for shared ride program and fixed route.

Address reports from drivers regarding concerns to their schedule operations complaints etc immediately and effectively

Investigate and report all accidents within 48 hours provide remedial training as required by CATA Accident Policy in coordination with the Safety and Compliance Trainer.

Provide clear and concise radio communication with vehicle operators.

Responsible for facilitating special trip requests that fall into the fixed route scheduling.

Providing supervision and disciplinary action when needed

Handle any assistance calls/emergencies from vehicle operators or dispatch.

Maintains accurate documentation as per case practice and policy.

Based on information provided by Mechanics and in conjunction with Dispatch overseas daily routes and vehicle assignments.

Complete 90-day and bi-annual reviews on all drivers in respective county. Perform ride-alongs with all drivers in respective counties at least twice per year.

Assists with special projects and programs for the Authority.

Attend training meetings etc as assigned and necessary for job duties.

Other duties as assigned to support the needs of the Authority.

Assist Director of Operations with Ecolane tasks operation of program.

Assist HR in any employee issues performance reviews etc.

Perform payroll functions and approve PTO requests for assigned employees.

Must be able to perform all duties regardless of weather traffic conditions and passenger load conditions.

Understand and comply with Authority Employee Handbook and Standard Operating procedures.

Leads the Assistant District Manager and Lead Driver(s) in the managing of the service.

Oversees the dispatching team

Works with other authority personnel to achieve organizational objectives.

Attends meetings training and seminars as required.

Communicate with co-workers management clients and others in a courteous and professional manner.

Continuing knowledge of local and state traffic rules and regulations.

Continuing knowledge of operational procedures as well as aspects of a variety of vehicles.

Participation when necessary in Authority training sessions at times outside of regular shift schedules.

Performs other duties as assigned.

Ability to work independently with minimal supervision from the Operations Manager

Supervision Given

Supervise all vehicle operators lead drivers and Assistant District Manager in respective county and/or others as assigned by the Director of Operations.

Working Conditions

Subject to frequent interruptions.

Periodically works beyond normal work hours as duties may require.

Occasional travel to attend meetings seminars training and conferences or other duties as may be necessary from time to time.

Works indoors in adequate workspace lighting temperatures and ventilation.

Works with average indoor exposure to noise but subject to frequent disruptions and stress.

Normal indoor exposure to dust/dirt.

Works in conditions of potential outbursts or disruptive behavior of consumers.

Travels frequently during all seasons and is exposed to outdoor elements including snow and icy roadways.

Physical/Mental Requirements

Must possess the ability to record convey and present information explain procedures and follow instructions.

Must be able to sit and/or drive for long periods throughout the workday with intermittent periods of standing walking bending twisting and reaching as necessary to carry out essential duties of job.

Dexterity requirements range from simple to coordinated movements of fingers/hands feet/legs and torso necessary to carry out duties of job.

Must be able to cope with the physical and mental stress of the position.

Must be able to physically and mentally react quickly in the event of a disturbance or physical outbreak.

Must be able to pay close attention to details and concentrate on work.

Must be able to lift and carry objects with maximum weight of twenty-five pounds.

Must be able to complete work requiring concentrated mental effort and attention to detail (including mathematical calculations use of common and specialized word- and data- processing software programs) with minimal re-work or errors.

Ability to apply understanding and problem-solving skills to carry out detailed written and/or oral instructions.

Ability to deal with problems in a constantly changing environment.

Qualifications

Completion of a High school degree program or equivalent education

Minimum of 5 years of supervisory experience preferred.

Successful completion of PennTRAIN PSP Program within 1 year of hire or appropriate program as designated by SAFTI.

Must have knowledge in use of computer programs including Email Word Processing and Spreadsheet operations.

The ability to read and understand mapping.

Must have an acceptable driving record in accordance with the Driver Management Policy of the Authority.

Must successfully pass pre-employment DOT drug screen & comply with all CFR 49 Part 40 drug and alcohol testing.

The ability to communicate with members of the public concerning Authority information.

Must also be able to communicate with Authority co-workers as to route information and /or emergency situations.

Must complete reports as needed in the case of accident or incident.

Must be able to effectively communicate and follow oral/written instructions that are provided in English.

Must possess technical knowledge of operating personal computers and other office equipment with accuracy and reasonable speed.

CLEARANCES

Must obtain Act 151 PA Child Abuse History Clearance and Act 34 PA State Police Criminal Clearance.

Copies of all clearances will be forwarded to the Human Resources Department filed in personnel folder.

Must not appear on Preclusion Lists as defined by Pennsylvanias Medical Assistance BulletinProvider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.

This position is considered safety sensitive. You must successfully complete pre-employment drug screening.
