Job Summary

Introduction

The Maryland Department ofLabor Veterans Program is looking for an energetic Disabled Veterans OutreachProgram / Local Veterans Employment Representative veteran whos committed toassisting veterans and veteran spouses with qualifying employment barriers(QEB) visiting the American Job Center. The ideal candidate will haveexperience in case managing veterans and veteran spouses with their employmentand training goals and objectives. Additionally the candidate will have someexperience advocating veteran and veteran spouse employment with businesses inthe community. The ideal candidate shouldhave the ability to work independently and as part of a team to locate andprovide assistance and resources to veterans and eligible veteran spouses withqualifying employment barriers.
Please be advised that travel may be required and a State vehicle may not always be available. Reimbursement for use of personal vehicle will apply according to the State travel policy.

Main Purpose of Job
To work with eligible veterans and other eligible persons who have significant barriers to employment (SBE) to resolve their employment needs. Conduct outreach and provide business services to employers
POSITION DUTIES

  • Provides intensive servicesto eligible veterans and eligible spouses as defined in title 38 united states code (USC) paragraph 4103a(a). Thegoal is to assist eligible veterans and spousesto obtain or retain employment leading to additioneligible veterans and eligiblespouses must meet the definition of an individual with a qualifying employmentbarrier (QEB) or are members of aveteran population identified by the secretary under title 38 U.S.C.4103a(a)(1)(c) As eligible for DVOP services as explained in separate guidancefrom DOL
  • Provides services to job seekers by assessing their skills andneeds using the automated system to complete review and update customer registration.
  • Identifying potential jobmatches of job seeker skills with job qualified job seekersto job openings by utilizing the automated labor market information with customers to enableinformed decisions on labor trends and economic conditions.
  • Represent the Division of Workforce Development and Adult Learningby planning and coordinating with unions apprenticeship programs andbusinesses to promote and secure employment and training programs.
  • Engage with state and local business services entities byattending meetings with agency representatives and employers to provide anystaffing and information services necessary to assist new and existingbusinesses and to promote veteran employment.
  • Conducting employer outreachthrough telephone calls emails and site visits.
  • Disseminating labor marketinformation to businesses to enable informed decisions on labor trends andeconomic conditions by using appropriate resource materials and automatedsystems
  • Promoting agency servicesjob fairs compliance with Federal Contractor Job Listings (FCJL) federal andstate veterans incentive training programs and positive recruitment effortsto develop entry level employment opportunities for eligible veterans and othereligible persons.

  • MINIMUM QUALIFICATIONS

    Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

    Experience:None.

    Notes:

    1. Candidates may substitute experience in the field of workforce development customer service human resources recruiting or similar field may be substituted on a year-for- year basis for therequired education.

    2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer with active-duty military recruiting experience or career counseling experience on a year-by-year basis for the required education.

    SELECTIVE QUALIFICATIONS

    Leave Benefits

    Our generous leave package for permanent State employees includes from ten to 25 days of annual (vacation) leave per year depending on seniority as well as six personal days each calendar addition the State offers eleven paid holidays and fifteen days of sick leave per year.

    Retirement Benefits

    Student Loan Forgiveness

    Employees with the State of Maryland are eligible to participate in the Federal Public Service Loan Forgiveness Program. Participants that meet all requirements may qualify for forgiveness on the remaining balance on his or her Direct Loans after making 120 qualifying monthly payments under a qualifying repayment plan while working full-time in a qualifying public service position.

    Free Mass Transit Benefit

    Permanent State employees are entitled to use the Baltimore Light Rail the Baltimore Metro Subway the Baltimore Bus Service (Local Bus Service and Express Bus Service) as well as the following Baltimore Region Commuter Bus Routes:

    There is no charge to the permanent State employee with a valid State ID card. This benefit can be used any time of the day or evening including weekends. The Free Mass Transit Benefit does not include MARC trains commuter buses that serve Washington D.C. or any special event buses.
