Director, State Government Affairs, Southeast US

Reporting to the Senior Director State Government Affairs as the Director of State Government Affairs Southeast US you will be the key point of contact for government officials and stakeholders on state legislative and government policy matters that affect CSL Behring in the Southeast US region. You will have a proven ability to prioritize state activity and a demonstrated understanding of how government actions affect our patients and company operations. You will represent CSL and its facilities in the Southeast US region regarding public policy concerns and is responsible for state legislative and state regulatory policy interactions. You will collaborate with internal departmentssuch as market access government reportingreimbursement corporate accounts communications marketing sales and our CSL Plasma business unitwill be essential and the Director will be responsible for leading team efforts to assess and address policy issues impacting access to care and business operations in the assigned region. You will serve as the company liaison on policy matters with state patient advocacy organizations trade associations state medical societies and other groups with complementary policy goals. You will need to be based in the Southeast US region TX OK AR LA MS AL KY WV VA NC SC GA FL.

• Represent CSL Behring and serve as key point of contact for public officials in the assignedregion developing and maintaining relationships with members of state legislatures committeestaff administrative and regulatory officials and identifying legislative and administrativechampions to advocate on issues affecting CSL Behring. Represent CSL Behring before variousstate legislative committees agencies etc. with regard to CSLB priorities.
• Provide legislative strategy and regulatory analysis in addition to political analysis and legislation provide technical corrections and develop support for priorities. Must be ableto provide clear relevant and succinct analysis and guidance to CSLB leadership and cross-functional teams.
• Represents our site operations throughout the Southeast region.
• Support the growth of CSL Plasma by identifying and developing public official champions andadvancing strong public policy that supports plasma donation. Assess and address legislativeand state regulatory issues affecting the CSL Plasma network.
• Support CSLs product portfolio by creating and implementing action plans to advance statelegislative and regulatory initiatives that allow for access to CSLB therapies. Specificallyadvocate for Medicaid policies to ensure patient access to CSL Behring therapies. Collaborationwith internal teams is essential including market access corporate accounts reimbursementcontracting communications and others. Ability to lead cross-functional discussions developand implement action plans build grass roots support and communicate status updates andresults to diverse stakeholders.
• Develop and execute relationship strategies for allies and patient advocacy organizations toadvance advocacy initiatives. Build and maintain grassroots coalitions serving as key point ofcontact for policy and advocacy. Coordinate with other CSLB departments with responsibilitiesrelated to patient group outreach and work with Policy Advocacy and Government Affairsteam on positioning CSL Behrings state advocacy efforts determining strategies and tactics inassigned states that support CSL Behrings commitment to state advocacy.
• Prepare written summaries of legislation government action and analysis of issues for a rangeof audiences including corporate leadership patient advocacy organizations and otherstakeholders. Develop concise and insightful presentations for patient advocacy organizationsand contribute articles as needed to corporate publications and communication to express major points in writing while translating complex topics into lay language isessential.
• Represent CSL Behring and participate in state affairs committees for trade associations whereCSL Behring has membership (PhRMA BIO state Biotech Associations Chambers etc.)
• Work and contribute as a team player by sharing best practices communicating relevantinsights on issues and intelligence leading special projects and coordinating with teammembers to ensure CSL Behring State Government Affairs coverage of key meetings eventsand activities.
• Manage the business relationship and direct key activities of contract consultants in designatedstates and/or projects in order to advance our policy objectives.

• Bachelors degree required (advanced degree preferred) in public policy government political science or related field.
• 7 years experience preferred with demonstrated knowledge of the legislative and regulatory process particularly in the Southeast US region.
• Previous experience in government affairs or state government is necessary with state legislative experience desirable. Previous advocacy experience with pharmaceutical/biotech trade associations or patient advocacy organizations is also highly desirable.
• Business acumen: understands the life sciences industry and how current and potential policiestrends and practices could affect the industry.
• Customer focus: able to establish and maintain effective relationships with internal and externalcustomers and gain their trust and respect.
• Timely decision-making: can make decisions in a timely manner sometimes with incompleteinformation and under tight deadlines and pressure.
• Negotiation skills: Can negotiate skillfully in tough situations with both internal and externalgroups.
• Political Savvy.
• Priority setting and strong time management. Able to be a self-starter.
• Strong written communication and presentation skills.
