Job Summary

Position Summary:

Working from one of our Family Service Centers the Director ofSpecial Education-LearnerServices will ensure the continuity of CCA goals and vision as it pertains to providing special educationrelatedand psychologicalservices to thelearners ofCCA andenable and provide more direct collaboration with both staff and families. TheDirector ofSpecial Education-LearnerServicesserves as the principal member of the CCAs special education department responsible for implementation and continuous improvementof CCA responsibility to providing evaluation services and related services to all CCA learnersin accordance with the requirements of federal and state law Board policies and administrative guidelines

TheDirector ofSpecial Education-LearnerServiceswill provide an appropriate escalation point for families internal team members and external position will assist Special Education leadership in ensuring that eligible special education learners are appropriately evaluated within timelines and related services are delivered per the IEP of each learner..

As with all members of the special education team theDirector ofSpecial Education-LearnerServiceswill work closely with other directorsprincipalssupervisorsassistant principalsteachers coaches and parents to ensure thatlearners with IEPs are receiving an appropriate and effective educational program in the least restrictiveenvironment andwill operate in compliance with all state and federal laws and ofSpecial Education-LearnerServicesmust be proficient in the management and implementation of related and psychological services effective instructional practices in special education as well as related laws and position reports to theAssociateVice Provost of Special EducationOperations.

Responsibilities:

  • Ensures the implementation and assignment of related services for learners with special education and 504 service agreements
  • Plans for and directs professional and non-professional staff by developing coordinating and ensuring implementation of effective systems-wide process and procedures for special education evaluations and related services.
  • Supervise and evaluate professional and non-professional staff as required by certification level.
  • Oversee theday-to-dayoperations for therelated servicesandpsychologicalevaluation servicesteamsto include both internal staff and external contracted providers.
  • Coordinate and deliver professional development to related service providers teachers support staff and parents.
  • Working with the Manager of Contracted Related Servicestoseekadditional contracted providers to provide related and evaluation services to CCA learners to meet the growing needs of the school.
  • Works collaboratively with the team to coordinate the development and implementation of IEPs within the guidelines of federal law and assures that all learners have appropriate and functional related services.
  • Monitors and ensures CCAs compliance withstudentsspecial education rightsand protections under Section 504.
  • Staysup-to-datewith and ensures changes are communicated regarding federal and state special education laws regulations standards guidance forms and related matters.
  • Supervises the implementation of the School-Based ACCESSprogram along with the members of the Business Office team.
  • Reviews related services invoices for accuracy
  • Implement standardized processes required forms and protocols for special education for evaluation and related services and review regularly for recommendations for improvements.
  • Provide internal audit and enforcement of and compliance with applicable statutory and regulatory requirements to avoid legal challenges and negative monitoring outcomes.
  • Develop and work collaboratively with CCA leadership special education professionals and other school staff to set the direction and hold staff accountable to overall departmental goals and priorities as well as to ensure alignment of these goals with CCA mission and vision.
  • Participate directly in IEPand 504meetings consultations with parents and staff and other special educationand 504related activities for individuallearners.
  • Work with staff in providing recommendations on the most appropriate resources to provide to special educationlearners.
  • Communicate frequently professionally and collaboratively with families and staff related to special education services.
  • Additional duties as assigned.

Requirements

  • Bachelors degree inSpecial Educationor School Psychology
  • Expertise in special education law compliance or internal audits.
  • Excellent communication skills both oral and written.
  • Customer focused approach.
  • High degree of flexibility.
  • Demonstrated ability to work well in fast-paced environment.
  • Technologically proficient (especially with Microsoft Office products).
  • Travel is required
  • Experience in policy (IDEA) and/or administration with Special Education

Work Environment
This job operates in a professional office environment. This role routinely uses standard office equipment such as computers phones photocopiers filing cabinets and fax machines.

Physical Demands
This is largely a sedentary role. Requires the ability to lift squat sit bend or stand as necessary. Ability to travel to other sites/locations as needed.

Required Education and Experience

  • Bachelors degree inSpecial Educationor School Psychology
  • Pennsylvania School Psychologist Certificate
  • Pennsylvania Special Education Supervisors Certificate; Pennsylvania Principal Certificate; Pennsylvania Superintendent Letter of Eligibility or Commission Qualification Letter; or license to practice law before the Pennsylvania state and federal courts.
  • Minimum of 2 years of experience in special education and/or administration; special education law; law; auditing; or combination thereof.


Preferred Education and Experience

  • Masters Degree in Accounting Finance Management Education Special Education or related area or Juris Doctor degree.
  • 5 years of experience in special education and/or administration; special education law; law; auditing; or combination thereof.


Additional Eligibility Qualifications

  • Valid PA Drivers License
  • Appropriate Automobile Insurance Coverage
  • Must be able to commute to a Family ServiceCenter regardless ofcommutecomplexity.
  • Candidates must reside within the Commonwealth of Pennsylvania.
