Job Summary:This position reports to the Executive Director of Organizational Change and Student Advancement. The position provides leadership for continual improvement of Northshores P-22 education programs in relation to discipline student rights and responsibilities waivers 504 coordination Foster Care Truancy McKinney Vento Nursing and Health Services and related legal and policy compliance in alignment with the Districts Strategic Plan.

Duties and Responsibilities:

This list of essential functions is not exhaustive and may be supplemented as necessary in consultation with the employee(s) involved.

  1. Coordinates and provides leadership for the Districts disciplinary policies procedures forms and appeal process.
  2. Serves as the Districts Hearing Officer for Waivers and for Discipline.
  3. Serves as the District Harassment Intimidation and Bullying (HIB) Compliance Officer.
  4. Facilitates and manages the Districts Crisis Response Team including making the decision about when to activate; membership of the team; duration of time that the team and services are activated; following established responsibilities; and communication with team members district personnel and school personnel.
  5. Serves as the Districts 504 Coordinator. Responds to inquiries develops reports and monitors compliance with Section 504 requirements. Coordinates training for building-level Section 504 designees collects data and prepares reports as required. Serves as liaison between the school building and other district staff regarding Section 504 issues. Determines appropriate accommodations.
  6. Collaborates with the Executive Directors of Schools as an additional layer of support to Counselors especially as it relates to 504s discipline and attendance.
  7. Supports school administrators with threat assessments and provides training to staff on how to respond if threats occur in their building.
  8. Supervises the Districts Student Services Specialist Nursing and Health Services Supervisor and Truancy Specialist.
  9. Leads the annual review of the Student Rights and Responsibilities Handbook assembles and facilitates the annual Rights and Responsibilities Committee to identify recommendation changes (see CBA language) presents recommendations to Executive Cabinet and ensures that the Handbook annually gets sent to all families for their review and signature in a language accessible and timely manner.
  10. Maintains oversight of the Districts waiver processes timelines communication to schools and families forms and appeals.
  11. Participates as a member of Operations Cabinet and Instructional Cabinet.
  12. Collaborates with District staff and departments to implement district-wide and site-based initiatives based on research-based strategies. Analyzes effectiveness of initiatives to create a culturally responsive and inclusive environment for the whole child and set high expectations for students to achieve and thrive.
  13. Engages in systems leadership practices that identify gaps and barriers related to Student Services topics and that design and finetune structures that actively work to eliminate them.
  14. Engages in systems leadership practices that collect and analyze student discipline data; identify any areas of disproportionality; develop strategies for reducing disproportionalities through co-design and shared decision-making with staff students and families; and present data and strategy updates to executive leadership through the lens of racial and educational justice and in alignment with MTSS implementation.
  15. Collaborates with the Assistant Director of REJ and Whole Child MTSS on the implementation of Positive Behavioral Intervention and Supports (PBIS) structures restorative practices and trauma-informed practices through the lens of racial and educational justice and in alignment with MTSS implementation.
  16. Provides leadership and coordination of District grants and programs to address attendance barriers to learning.
  17. Maintains current knowledge of laws rules regulations legislation Board policies and district procedures governing Student Services programs. Recommends policy and procedure changes as necessary. Interface with school district attorneys as needed and with supervisor permission.
  18. Directs the establishment and maintenance of a range of files records processes flowcharts external district webpages and the internal Staff Toolbox.
  19. Answers administrator and staff questions concerning Student Services programs structures policies procedures and flowcharts.
  20. Attends district level meetings as a participant advisor and/or facilitator; provides advice and counsel with Student Services related topics.
  21. Answers families questions regarding attendance discipline and waivers and assists with problem-solving alongside schools when conflicts arise or when necessary.
  22. Coordinates with outside organizations and district personnel on before and after school program services and sites.
  23. Manage the Student Services budget engage in budget planning and work with the Budget Department as needed.
  24. Performs other related duties as assigned.

Reporting Relationships:

  • Reports to the Executive Director of Organizational Change and Student Advancement.
  • Supervises the Nursing and Health Services Supervisor.
  • Supervises the Student Services Specialist.
  • Supervises the Truancy Specialist.

Working Conditions:Works in an office environment; maintains confidential information; required to meet inflexible deadlines; required to communicate efficiently; experiences interruptions from telephone and office visitors; required to deal with distraught or upset people; requires substantial concentration on detail and timelines; requires occasional prolonged exposure to visual displays; required to attend meetings beyond normal working hours.

Minimum Qualifications:

Education and Experience

  • Washington State Program Administrator or Washington State Administrator Certification required.
  • Bachelors Degree obtained; Masters Degree desirable.
  • Minimum five years of administrative experience in a complex educational organization. Demonstrated successful building-level administrator experience preferred in relation to Student Services related responsibilities.

Allowable Substitution

Alternative combinations of education experience and training will be evaluated by the Human Resources Office for comparability.

Knowledge of the principles and practices of discipline laws policies and procedures; Skill in problem solving and conflict resolution; Demonstrated skill in oral and written communications with staff families the Board of Directors and community groups; Knowledge of current best practices related to threat assessments involving complex multi-site organizations; Demonstrated skill in effective decision-making; Demonstrated skill in efficient communication and the ability to meet deadlines; Skill in detecting errors and verifying data; Ability to provide leadership and expertise in managing a variety of programs and District functions; Ability to interpret laws and regulations; Ability to organize and prioritize work; Ability to establish and maintain effective and humanizing working relationships with staff and the public; Ability to develop and provide trainings; Ability to develop procedures related to areas of responsibility; Ability to compile analyze utilize and present data and statistics to a variety of stakeholders; Ability to use good judgment and remain calm in emotionally charged situations; Ability to maintain confidentiality.


Salary:2025-26 Non-Represented (NNRAP) Administrator Salary Schedule(salary will be updated according to the 2026-27 school year salary schedule once it has been approved);Level B; placement on the salary schedule will be determined by Human Resources DOE. FLSA Exempt.


Work Year: 12 month position 260 days per year 8.0 hours per day.
