Position Overview:
The Illinois Prisoner Review Board is seeking to hire a driven innovative Director of Operations for our Operations Unit. The Director of Operations is a senior leader directly under the Chief of Staff and will perform a variety of complex specialized administrative duties for the Unit serving as a bridge between the Board and the agency. This position is dynamic in nature balances multiple competing priorities and plans organizes directs and evaluates the day-to-day operations workflows and efficacy of the agencys Operations Unit. Must be comfortable with verbal and written communication disseminating information to diverse populations implementing policies and procedures across the Unit and providing training to Board Members and Commissioners. The ideal candidate will have an adaptive management style and also be able to work with Board Members other members of PRB senior staff and other agencies within State Government. - Under direction of the Chief of Staff of the Prisoner Review Board (PRB) serves as Director of Operations.
- Provides administrative direction and oversight to PRB staff engaged in case management supporting the functions and operations of the agency.
- Provides administrative direction and oversight for training and quality assurance for Board Members and Commissioners.
- Serves as full-line supervisor.
- Represents the Board in meetings with other internal State stakeholders (e.g. IL Department of Corrections or Governors Office) and participates in meetings with external stakeholders at the request of the Chief of Staff.
- As a member of the senior leadership team provides input into Board-level policy discussions.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
- Requires knowledge skill and mental development equivalent to completion of four (4) years of college with coursework in criminal justice law public administration and/or business administration.
- Requires four (4) years of progressively responsible administrative experience in a public or business organization.
- Prefers five (5) years of experience supervising professional staff.
- Prefers at least one (1) year of project management experience using continuous improvement/process improvement methods such as Lean Six Sigma Total Quality Management Value Stream Mapping or similar.
- Prefers four (4) years of professional experience developing policies and procedures.
- Prefers three (3) years in a management role in a unionized workforce/workplace.
- Prefers two (2) years providing training for internal and external stakeholders.
- Requires ability to successfully pass Illinois Department of Corrections Illinois State Police and county jail background checks as necessary to enter required correctional facilities throughout Illinois.
- Requires ability to travel in the performance of duties with overnight stays as
appropriate. Requires appropriate valid drivers license. - Overtime is a condition of employment and you may be requested or required/mandated to work overtime including scheduled unscheduled or last-minute overtime. This may require the ability to work evenings and weekends. This also requires the ability on rare occasions to work in a 24 hour on call capacity.
- Requires ability to use agency supplied equipment (i.e. mobile phone laptop etc.).
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment the employee shall prior to accepting any such non-State employment offer notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Requires the ability to become Law Enforcement Agencies Data System (LEADS) certified within 90 days of employment with the agency and maintain certification.

The Illinois Prisoner Review Boards mission is to function under statutory authority as a quasi-judicial body with a primary focus on public safety. It further acts as a checks and balances on other state and local institutions. The Board imposes release conditions for incarcerated individuals who are exiting penal facilities revokes and restores good conduct credits from inmates and conducts hearings to determine whether parolees have violated conditions of parole. The Board also notifies victims and their families when an inmate is about to be released from custody. Finally the Board makes confidential recommendations to the Governor relative to clemency petitions.

Term Appointment:
