Reporting to the Assistant Vice President for Facilities Design and Construction (FDC) the Director of Non-Capital Construction will lead a comprehensive program for non-capital construction (projects less than $3M in value and 5000 SF) for the FDC unit of the Facilities Department. The Director will be responsible for managing two or more project delivery teams led by Supervisory Project Managers (SPM) as well as a minor renovations team. The non-capital unit will provide advanced levels of project management services for various types of new construction and renovation projects for the university. Assigned projects span the project inception phase through design and construction and conclude after start-up occupancy and warranty period. These services include the management of contracts project budgets schedules and associated coordination/communication. The non-capital department represents Virginia Tech during the design/construction process and serves as the owners primary contact. The Director will ensure design and construction optimize university program goals while conforming to the projects established criteria for scope cost schedule and quality. The Director is expected to maintain a collaborative relationship with other units within Facilities; work to develop a positive relationship with campus customers and service providers; and provide leadership and mentoring to managers and supervisors within their unit.
Required Qualifications
Degree in architecture engineering or building construction; OR training and work experience at a level that equates to a degree
Significant project management experience with a comprehensive understanding of the various phases of design and construction as well as the construction industry
Working knowledge of complex site/building design with a strong emphasis on construction processes including site logistics and complex building components
Proven ability to provide recommendations and project management guidance ensuring successful delivery of multiple projects.
Proven experience with design services and construction cost negotiation
Proven ability to manage multiple concurrent major and minor projects with respect to technical professional and fiscal issues
Ability to work in and develop a team atmosphere and provide superior client service in a diverse environment
Ability to interpret complex design/construction documents and effectively administer design/construction/consultant contracts throughout the project
Basic knowledge of building codes and construction means and methods
Prior supervisory experience managing employees and project teams
Must have a valid drivers license
Preferred Qualifications
Registered/Licensed Architect or Engineer in Virginia (as defined by the Code of Virginia)
Project Management Professional (PMP) certification
Knowledge of construction delivery software (MS Project Primavera Bluebeam etc.) and Microsoft Office programs
Previous construction experience in a higher education setting
Previous experience working with a university building official or similar office
Working knowledge of the Virginia Construction and Professional Services Manual (CPSM)
Experience with AIM Banner HokieServ or similar software
Related experience in a large complex organization
