Requires the ability to promptly respond around-the-clock 24 hours a day 7 days a week to campus emergencies and urgencies as appropriate to the need. Ability to work variable nights weekends and/or holidays on-campus or off-site depending upon work conditions and demands.

Anticipated Hiring Range

$11000.00$11650.00 Per Month ($132000.00$139800.00Annually)

Salary is commensurate with experience.

Position Summary

Under the general direction of the Associate Vice President (AVP) of Capital Planning Design and Construction (CPDC) and Facilities Services (FS) the Director of Facilities Operations is responsible for the strategic planning operation and maintenance of facilities and utility systems at SF States main campus including maintenance programs for academic and support facilities and the Central Utility Plant. The incumbent also provides supervisory oversight of the Director of Facilities Operations at the Estuary and Ocean Science Center while responsibility for the sites daily facilities operations remains with that director. The incumbent supports the mission of SF State the Administration and Finance cabinet area and Facilities Services.

The incumbent provides strategic leadership and direction through managers and supervisory personnel across technical administrative and skilled trades functions; establishes operational priorities and performance expectations; and ensures the effective reliable and compliant delivery of facilities services in support of the Universitys academic administrative and operational needs. The incumbent provides oversight of the following functional areas: HVAC/Mechanical Electrical and Plumbing Maintenance and Repair Trades Fire/Life Safety Management Energy Management Facilities Coordination the Small Projects Team Locksmiths Carpenters Painters Customer Service Operations and Archives and Data Management.

The incumbent manages the delivery of utilities (Mechanical: Steam Heating-Hot Water Chilled Water Domestic Potable Hot Water Compressed Air Vacuum; Electrical: Multi-Voltage Electricity; Plumbing: Gas Domestic Potable Cold Water Deionized Water Sanitary Sewer and Storm Sewer) to campus buildings. The incumbent provides information on utilities system capacity loads and routes to expand in order to meet campus growth. The incumbent initiates work scopes for replacement upgrading or expansion of plant utility distribution systems and building systems to maintain service reliability and meet planned growth needs. This position will also liaise with representatives from Capital Planning Design and Construction and the Office of Sustainability.

Position Information

Structuring Work
Full operational responsibility for all facilities utilities and building systems for the main SF State Campus
Manages building maintenance energy management and conservation
Leads manages and supervises Facilities staff to achieve excellence in the performance of assigned projects and
tasks and in the identification development and execution of strategic initiatives
Plans and implements work tasks and schedules for skilled trades shops and contract services and generally
coordinates overall work plans and programs with the University community
Develops and assists with strategic maintenance project development and implementation of major
repair/renovation projects and acts as a project manager for selected projects as required to align with campus
growth safety needs and operational continuity
Collaborates within and across organizational lines to review and improve workflow and to ensure effective efficient
and continuous facilities operations and maintenance services
Provides oversight of customer service and work order management for all facilities-related issues
Establishes and maintains exceptionally high/positive department service values levels and outcomes by maintaining
a proactive work management system and processes and by developing and fostering an organizational culture of
customer service and support
Develops and maintains an extensive network of campus and professional contacts to enhance customer service
explains and clarifies the Facilities Operations groups service commitment policies procedures and programs and
promotes the goals and objectives of the University.
Efficiently executes short-range and long-range comprehensive facilities management processes and programs for all
facilities structures HVAC systems and equipment
Develops communicates and manages planned maintenance programs to ensure that University facilities are
prepared to meet growing changing and progressing operational needs to ensure facilities meet or exceed applicable
life-safety code requirements and to ensure the continuous operation of key/critical equipment and systems
Promotes develops and executes strategic facilities programs and processes to address capital renewal and
deferred maintenance needs which interface with and support the academic student services and major capital
programs
Oversees logistical planning and implementation of large campus events such as annual Commencement
Sustainability Week and Welcome Days including emergency management
Manages directs and supervises engineering maintenance and 24-hour operation of functions consisting of Central
Utility Plant operation building systems and controls of campus facilities and utilities infrastructure including utility
budget and capacity planning electrical distribution systems emergency power generation hydronic heating
domestic water distribution systems campus sewage and drainage systems

Managing Talent
Leads and directs the Supervising Customer Service Specialist Archives and Data Management Facilities
Coordinator Director of Facilities Operations at the Estuary and Ocean Science Center in Tiburon Manager of
Preventative Maintenance Manager of Structural Maintenance Manager of Fire and Life Safety and their respective
work teams
Collaborates with appropriate administrators regarding personnel matters including employee recruitment retention
performance management (organizational and individual) succession planning labor and employee relations training
and development and including the interpretation and application of collective bargaining provisions and how they
may impact department work practices and rules
Develops personnel management and professional development plans proposes and enforces disciplinary actions
and develops and implements effective staffing strategies to attract develop grow and retain a competent effective
efficient multi-cultural and diverse workforce that is representative of the Universitys core values
Supervises and oversees specialized teams in support of Facilities Operations

Ensures and promotes efficient effective and disciplined financial management and control including fiscal
responsibility and accountability for an annual operation maintenance and repair budget
Co-manages and collaborates in the development and on-going management of the Facilities Operations groups
multimillion-dollar annual and quarterly budgets which include the complexity of utilizing blended general and trust
funds/revenue sources and recharge income to support operations
Proposes and manages functionally applicable contracts and contractors
Promotes understanding and ensures compliance with Federal State CSU University and division policies
regulatory and statutory requirements industry best practices and loss control/injury and illness prevention solutions
Provides leadership and support for Facilities Services strategic business process initiatives

Facilitating Change
Partners with University administrators in the development execution and on-going review of strategic business
initiatives and plans
Defines and performs complex economic analysis and modeling to evaluate life-cycle cost payback purchase-lease
alternatives etc. as a basis for making operational business decisions and to review define enhance and execute
cost-center/cost allocation models
Leads in the sustainable operation maintenance and management of all University facilities and infrastructure
including planning seeking funding and implementation of initiatives to reduce resource consumption and make SF
State a model of sustainable best practices
Collaborates with supports and promotes the Universitys comprehensive waste management recycling and
composting programs that reduce reuse and recycle waste

Minimum Qualifications

Bachelors degree in facilities management engineering or a closely-related field
7 years of progressively responsible and successful leadership and management of complex facility and plant operations
with responsibility for facilities management utility plants power generation & distribution systems building maintenance
and related projects energy management and conservation personnel management professional development and training
industrial safety programs and function-specific financial management in a campus environment
Advanced knowledge of CMMS and MS Office software
Demonstrated comprehensive knowledge experience proficiency and success:
o In managing represented staff under collective bargaining agreements team building organizational development
and business management
o In the preparation justification forecasting management and monitoring of budgets
o In defining and developing cost-center/cost allocation models to establish service costs and recharge rates
o In developing and writing complex Request for Proposals (RFPs) service contract requirements and specifications
and performance and service contract specifications
o In the identification development and deployment of safety programs and accident prevention strategies as
applicable to large facilities and/or organizations industrial/institutional maintenance repair and renovation
operations and with consideration to California Building Code and CAL-OSHA Industrial Safety Orders
o In written oral and digital communications to effectively communicate to all levels and across organizational lines
of a large organization and to achieve and maintain exceptionally high rates of customer and personnel satisfaction
o In issue/problem prediction detection avoidance mitigation and resolution including use of appropriate and/or
required communication strategies and involving stakeholders representing all facets of a large organization and
client community (ex: staff faculty students etc.)
In-depth knowledge of central and distributed utility plant operations 120/208V / 277/480V electrical
design/operation/maintenance stand-by electrical generators building automation systems control logic and operating
protocols HVAC plumbing/water distribution/sewage systems fire alarm systems
Knowledge of energy conservation practices and sustainability initiatives
Experience managing a 24/7/365 operation in a union environment; experience supervising the work of journey level
personnel and repair technicians
Sound judgment and problem resolution ability as demonstrated by a past record of solving facilities-related challenges
Ability to lead inspire and excel in a fast-paced multi-tasking environment
Ability to read drawings understand code compliance and work with State Code Enforcement Officials
Ability to use computers and other communications tools for extended periods of time

Preferred Qualifications

Masters degree or higher in facilities management engineering or a closely-related field
Registration as a professional engineer
Experience with 12KV electrical power distribution systems
Demonstrated ability to manage complex projects
Knowledge of public contracting and fire/life safety regulations
Experience with CSU system-wide policies and procedures regarding financial contractual administrative construction
environmental health & safety fire safety space utilization facilities management procedures rules and practices

Environmental/Physical/Special

Promptly respond to campus emergencies and urgencies as needed 24 hours per day 7 days per week including variable
nights weekends and/or holidays on-campus or off-site depending on work conditions and demands
This position works in an industrial environment with exposure to noise heat moving equipment and machinery chemicals
and potentially hazardous materials
