Main Purpose of Job

The Administrative Program Manager serves as the Directorof Central Services main responsibility is to provide management directionoversight and policy in the areas of leases headquarters and remotefacilities health and safety services fleet management mailroom andreceiving operations capital inventory and records management. These servicesare essential to the basic operations of the Maryland Department of theEnvironment (MDE).

The incumbent in this positionwill occasionally visit MDE facilities in the following counties: WicomicoAnne Arundel and Allegany and will be required to drive a State vehicle.

Drivers License:A valid drivers license with no more thanfive points is required to operate a State vehicle.

Out-of-State Licenses:If you hold an out-of-state license you mustprovide a certified copy of your driving record from the appropriate MotorVehicle Administration at the time of appointment.

POSITION DUTIES

The key area of job responsibilities consist of but not limitedto the following:

Facility & Office Operations
Manage the Montgomery Park office warehouse space and eight field officelocations to ensure all sites are properly maintained and fully operational.
Facilitate lease renewals for MDE Headquarters and field offices totaling over$4 million annually.
Oversee repairs maintenance and services for all fixed assets includingaudio-visual equipment movable partitions HVAC units fume hoods andbreakroom equipment/supplies.
Direct correspondence between Montgomery Park Management and MDE employeesregarding building and property issues.
Oversee ongoing facility renovations upgrades field office shutdownsimprovements and relocations.

Fleet Management
Direct the Fleet Management Program to ensure vehicles are properly maintainedoperated safely and used in compliance with State Fleet guidelines.
Oversee the procurement transfer and disposal of all vehicles boats andtrailers and make recommendations for future vehicle projections.
Maintain data fields in the Access Tracking Database generate reports asrequired and assist with the Vehicle Assignment/Accident Review Board.

Asset Inventory & Administrative Oversight

Manage the Departments annual capital inventory database acquisitions anddisposals.
Prepare documentation for the Annual Insurance Survey in coordination withFiscal Services.
Oversee Records Retention Schedules and records disposal processes.
Manage warehouse and receiving operations including the distribution of papersupplies for the Department.

MINIMUM QUALIFICATIONS

Education:An Associates degree from anaccredited college or university.

Experience:Five (5) years of direct experienceoverseeing the operations inventory maintenance and project management of anorganizations facility. This includes two (2) years of supervisoryprofessional staff experience.

Note:

Candidates may substitute the possession of anAssociatesdegree from an accredited college or university in managementwithfour(4) years of direct experience overseeing the operations inventorymaintenance and project management of an organizations facility. Thisincludes two (2) years of supervisory professional staff experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience managing capital inventory processes and systems.
  • Experience managing full array of facilities management responsibilities.
  • Experience managing fleet management program.
