MD Higher Education Commission is seeking an highly driven Chief of Staff to act as a strategic and operational cover letter and resume to: The Chief of Staff serves at the pleasure of the Secretary of Higher Education.

Main Purpose of Job
The Chief of Staff is an executive leader serving as the operational strategic and cultural anchor for theMaryland Higher Education Commission (MHEC). Operating dually as the agencys Chief People andPerformance Officer this executive translates the Secretarys vision into sustainable as the agencys principal liaison to the Moore-Miller Administrations Performance Cabinet thisrole champions cross-agency collaboration and data-driven alignment. Crucially the Chief of Staff is thearchitect of MHECs internal culture fostering a highly collaborative mission-driven workplace rooted ina profound culture of public leading the Agency Strategic Plan and providing end-to-end administrative leadership for theappointed Commissioners the Chief of Staff ensures that MHECs human talent and operationalworkflows provide a seamless foundation to deliver on the transformative potential and lifelong impact of higher education for all Marylanders.
POSITION DUTIES
- Serve as the agencys Chief PeopleOfficer partnering with the Director of Operations and an Operations Coordinatorto manage the agencys daily internal operations and administrative workflows.Cultivate a deeply human-centered organizational culture focused oncollaborative success talent acquisition and talent retention. Actively foster aworkplace environment that values professional fulfillment mutual support and adeep culture of service to Marylands students. Empower staff with the clearcommunication tools and frictionless administrative support required tosucceed.

- Lead the designimplementation and continuous evaluation of the internal Agency Strategic Plan.Actively apply this plan to advance the goals of the 2026-2030 Maryland StatePlan for Higher Education and the overarching Moore-Miller State Plan whileusing it to inform and shape the agencys internal structure and organization.Ensure all strategic initiatives and internal key performance indicators (KPIs)integrate seamlessly with the Department of Budget and Managements (DBM).

- Managing for Results (MFR) framework. Define the human resources capabilitiesand operational capacities necessary to support these goals fostering a culture ofcontinuous improvement and cross-team collaboration.

- Direct the comprehensiveadministration and logistics of all Maryland Higher Education Commission
meetings. Strategically align the appointed Commissions priorities with the dailywork of the agency ensuring these priorities directly feed into and support theAgency Strategic Plan. Oversee the development of meeting agendas ensure thetimely curation and distribution of executive briefing materials and manage allstatutory requirements. Ensure appointed Commissioners are proactively briefedand thoroughly equipped to fulfill their statutory duties.

- Guide the agencys internal andexternal communications strategy by providing direct support and supervision tothe Director of Communications. Ensure public messaging is cohesive engagingand accurately reflects the Commissions vision and the agencys mission. Serve asa strategic advisor on public relations media engagements and sensitive issuesmanagement to thoughtfully protect and elevate MHECs public profile andstatewide impact.

- Lead MHECsengagement with the Moore-Miller Administrations Performance Cabinetmanaging the agencys deliverables across the administrations cross-agencypriority areas. Architect and manage the internal executive operating rhythmfostering cross-divisional partnerships to ensure MHEC remains aligned withstatewide priorities. Translate state policy goals into highly collaborativeoperational frameworks utilizing a deep understanding of state governmentmechanics to navigate complexities and dismantle organizational silos.

- Serve as the principalstrategic advisor to the Secretary of Higher Education providing executive-level
counsel on agency operations cross-divisional workflows and organizationalhealth. Manage the Secretarys immediate executive office operations andprovide direct practical support to the executive team and senior staff to ensuredaily operations run smoothly and immediate priorities are addressed.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree from an accredited college or university.
Experience: Four years of executive-level operational human capital strategic communications or administrative leadership experience.


DESIRED OR PREFERRED QUALIFICATIONS
- An experienced leader in postsecondary education with a proven track record of cultivating a highly collaborative engaging and service-oriented workplace culture.

- A deep nuanced understanding of state government operations including experience representing the organization before the legislature or similar governmental entities.

- Demonstrated familiarity with higher education policy issues and federal and Maryland statutory regulatory and programmatic provisions.

-Three years of direct management/supervisory experience.

-Excellent communication skills budgeting and financial aid experience.

- Proven ability to manage projects with deadlines work independently and collaboratively as part of a team and lead interagency work groups.

- A Masters degree Juris Doctor (JD) or PhD in Public Policy Higher Education Administration Political Science or a related field is strongly preferred.
