Position Overview

QinetiQ US is seeking a Deputy Program Manager to support a large multi-site operations and maintenance (O&M) program in support of a federal homeland security customer. The Deputy Program Manager will partner directly with the Program Manager to ensure the disciplined execution of day-to-day program operations with direct accountability for schedule performance and field workforce management across a distributed site footprint.

This role requires a leader who can operate independently across geographically dispersed sites represent the program to senior government stakeholders and step in for the Program Manager as needed. The Deputy Program Manager will carry substantial day-to-day ownership of program execution and will be expected to grow into increasing levels of programmatic authority and customer-facing responsibility over time.

Responsibilities

  • Partner with the Program Manager to plan direct and control all aspects of program execution including schedule technical performance and contractual compliance
  • Serve as the primary point of contact for the program in the Program Managers absence including at customer program reviews and senior-level engagements
  • Work with Operations Maintenance Logistics and Engineering leadership to oversee day-to-day site operations across multiple remote field locations ensuring consistent application of program processes safety standards and quality controls
  • Lead risk and issue tracking and monthly program status reviews for government and corporate leadership
  • Manage subcontractor and vendor performance including deliverables invoicing and compliance with contractual requirements
  • Develop and maintain strong working relationships with the customer subcontractors and field personnel to ensure mission requirements are met
  • Support proposal development contract modifications and future growth opportunities associated with the program
  • Identify programmatic risks and develop mitigation strategies in coordination with the Program Manager and functional leads
  • Ensure compliance with FAR DFARS and other applicable federal acquisition and program management regulations
  • Perform other duties as assigned in support of program and company objectives

Required Qualifications

  • Bachelors degree in a technical business or related field or equivalent combination of education and experience
  • Must be able to obtain and maintain a DHS Background Investigation (BI);U.S. Citizenship required
  • 5 years of progressive program or project management experience supporting DoD DHS or other federal government customers
  • Prior experience managing subcontractors vendors and cross-functional teams in a fast-paced field environment
  • Excellent written and verbal communication skills with experience preparing and delivering program reviews to senior leadership
  • Working knowledge of the FAR DFARS and federal contract types (FFP CPFF T&M)
  • Ability to travel to remote program site locations as required (up to 25%)

Preferred Qualifications

  • Masters degree in a technical business or related field
  • Active BI preferred
  • PMP certification
  • Experience managing multi-site or geographically dispersed operations and maintenance (O&M) programs
  • Prior experience supporting a DHS or other federal operations and maintenance (O&M) program
  • Experience with proposal development contract modifications or program growth activities
  • Demonstrated experience operating with a high degree of autonomy and sound independent judgment in support of program leadership
  • Experience navigating and mitigating risks associated with program execution (resources scope schedule cost)

Pay Transparency

The salary range for this role is $ 150000 to $170000 USD. The salary range provided is a good faith estimate representative of all experience levels. QinetiQ US considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.
