Salado Isolation Mining Contractors LLC (SIMCO) managing and operating contractor of the Waste Isolation Pilot Plant (WIPP) is currently seeking a qualified individual to serve as a Deployed CAS Practitioner (Contractor Assurance Analyst)and join our team located in Carlsbad New Mexico.
Responsibilities
As a Deployed CAS Practitioner the successful candidate will fill a key role in the Contractor Assurance Department a dynamic and agile team of approximately 20 professionals who enable success of the WIPP mission by assisting line organizations in preventing detecting and correcting undesirable outcomes in work execution through application of forward leaning programs that define the Contractor Assurance System (CAS). The CAS is a collection of programs mandated by our customer through DOE P 226.2 Policy for Federal Oversight and Contractor Assurance Systems that includes processes for:
- Issues management identifying evaluating and resolving undesirable outcomes and opportunities for improvement
- Event investigation initial evaluation of undesirable events to collect relevant information identify the event trigger ensure safety of personnel and identify actions necessary to resume work
- Causal analysis application of specialized tools and techniques to determine underlying factors that led to an undesirable condition
- Observations real-time evaluation of work activities to ensure expectations are being met and provide feedback to workers
- Assessments formal review of programs systems and processes to ensure compliance and effectiveness in implementation
- Performance measures monitoring analyzing and responding to performance data
- Requirements management ensuring contractual requirements are properly implemented
- Lessons learned capturing sharing and learning from internal and external operating experience
- Trending analyzing data to recognize patterns of performance to identify degrading performance before it becomes a bigger problem
The Contractor Assurance Department includes three teams: CAS Operations CAS Integration and Regulatory Assurance. The successful candidate will join the CAS Operations team to serve as a Deployed CAS Practitioner reporting to the CAS Operations Manager. The CAS Operations team is responsible for day-to-day interface with line organizations supporting their execution of the CAS processes discussed above.
The Deployed CAS Practitioner applies organizational analytical and interpersonal skills to integrate the strategic direction of the Contractor Assurance organization and the tactical implementation needs of the assigned line organizations to enable effective implementation of CAS processes. Specific responsibilities supporting line organizations include:
- Facilitate issues management corrective action planning implementation and closure
- Lead and participate in event investigations
- Lead and participate in causal analyses
- Facilitate Observation performance and Focus Area identification
- Facilitate assessment schedule development maintenance and implementation and plan lead and participate on assessments
- Facilitate development and maintenance of performance indicators including data analysis
- Coordinate requirements impact assessments and trace development review and maintenance
- Coordinate generation and use of lessons learned
- Identify cognitive trends of issues and assist in trend analysis
- Provide coaching/mentoring to line organization staff regarding implementation of CAS processes procedures and tools
Minimum Requirements

Education and Experience
- Bachelors degree or
- Associates degree with four (4) years of relevant experience or
- High School Diploma or Equivalency with eight (8) years of relavant experience is required.
- Demonstrated problem solving and analytical skills.
- Demonstrated verbal and written communications skills.
- Demonstrated proficiency with standard business software (e.g. Microsoft Excel Microsoft PowerPoint Microsoft Word Adobe Acrobat).
- Must be 18 years of age.
- Must be authorized to work and remain in the United States without SIMCO visa sponsorship now or in the future.
- Must be able to obtain a Department of Energy badge for access to the WIPP Site (even if teleworking must still be able to comply with security requirements to obtain a badge).
- Non-U.S. citizens from countries identified by the Department of Energy as posing heightened security concernsincluding sensitive countries state sponsors of terrorism countries of risk and other designated countries are subject to additional security requirements that limit site access.
Definition of Experience:
Note relevant experience may include but is not limited to technical professional or administrative positions held in the following disciplines facilities industries or businesses:
- Contractor or quality assurance
- Commercial or government nuclear or radiological
- High-hazard industry/facility (e.g. mining power generation/transmission oil/gas chemical processing)
- Highly regulated or proceduralized (e.g. medical environmental food processing legal)
- Customer service (e.g. people interface product delivery)
- Clerical (e.g. organizing filing data entry database management)
- Education (e.g. development/delivery of training material coaching mentoring)
- Information Technology (e.g. database administration application/workflow development)
Preferred Requirements
- Nuclear or high-hazard facility experience
- Experience with Contractor Assurance related programs/processes
- Experience training coaching or mentoring
- Familiarity with DOE Directives Standards and Guides
- Familiarity with the Waste Isolation Pilot Plant
Salary Range
$70972 to $133850 per year. Exempt grade level(s) 28-31. The specific salary offered to a candidate will be influenced by a variety of factors particularly the candidates relevant experience and education.
