Job Duties

The Department of Behavioral Health and Developmental Services (DBHDS) Office of Human Rights is seeking a skilled professional accustomed to working with a high level of autonomy to manage an electronic system for review of all referrals of alleged human rights violations received outside of the departments web-based provider reporting system. This position ensures alleged violations of the rights of individuals with disabilities receiving facility home and community-based services licensed or funded by DBHDS are received and responded to timely. This position is responsible for review triage and tracking of all referrals of alleged human rights violations from outside agencies like the Department of Social Services Department of Aging and Rehabilitative Services and the Office of the State Inspector General; review triage and tracking of all complaints submitted on behalf of an individual from the Office of the State Inspector General the disability Law Center of Virginia or any other external oversight agency; and review triage and tracking of all reports received from Adult and Child Protective Services localities or other oversight and protection agencies in addition to maintenance and oversight of the associated tracking tools. This position requires the ability to function effectively in a fast-paced high-volume work environment manage multiple and competing deadlines and navigate complex interactions with stakeholders. Primary duties include but are not limited to: triage and tracking of serious incident reports and other complaints referred to the Office of Human Rights (OHR) through the DBHDS Offices of Licensing and Constituent Services; consultation with and education of agency stakeholders regarding the human rights reporting and complaint resolution process; identification of systemic human rights reporting barriers; trend and data analysis; monitoring compliance with applicable human rights regulations; and taking appropriate action to safeguard the health safety and rights of individuals receiving DBHDS-licensed and funded services. A valid unrestricted drivers license and an acceptable driving record in accordance with the Commonwealths Driver Safety Program are required due to infrequent statewide travel for training. Use of a private and secure home office is required.

Minimum Qualifications

Experience working with individuals with Intellectual and Developmental Disabilities Substance Use disorders and/or Mental Illness.
Knowledge and ability to prioritize and manage high volumes of case coordination to include analyzing problems and recommending solutions.
Experience maintaining accurate detailed records and producing professional reports.
Proficiency utilizing strong organizational and time management skills to meet critical deadlines.
Excellent verbal and written communication skills.
Demonstrated ability to interpret state laws regulations policies and procedures.
Experience consulting and assisting with development of data tracking processes and tools.
Experience establishing effective working relationships with internal and external stakeholders.
Capacity to prioritize emergent and sensitive information independently.

Additional Considerations

Experience and knowledge in public and private human service delivery systems including DBHDS licensed services Medicaid funded programs and DBHDS-operated hospitals and centers.
Working knowledge of regulatory requirements pursuant to the Virginia Freedom of Information Act.
Demonstrated ability to work within the framework of DBHDS technology including experience with Microsoft Teams Microsoft Word Adobe SharePoint Outlook and Power BI.
