Job Title: Cost Estimator

Job Location: Williamsport PA

Stellant is looking for a full-timeCost Estimator.This rolewillbe responsible forestimating/forecasting costs for incoming RFQs by gathering details and compiling data to estimate all labor and material costs according to specifications working closely with but not limited to the Production EngineeringPurchasingand Quality Teams. Labor Estimates will consider prior relevant actuals standards and internal functional inputs. Material Estimates will consider raw materials equipment and tooling as well asdeterminingnecessary resources for projects based on requirements and budgetary constraints. Based on costing information gathered the Cost Estimator will build andsubmitConsolidatedBill of Material (CBOM) and detailed Basis Of Estimates for submissionto the Pricing Department that support internal management reviews as well as external audits.

• Ability to prepare and obtain functional approval for cost estimates in a timely manner sometimes expedite when needed in this fast-paced working environment.
• Evaluate supplier history and supplier trends.
• Accurately interpret and apply rules and regulations e.g. Federal Acquisition Regulations (FAR)/Defense Federal Acquisition Requirements Supplement (DFARS) Cost Accounting Standards (CAS) Truth in Negotiations Act (TINA).
• Review Bill of Materials (BOM) assembly drawings engineering change notices (ECN) and technical files.
• Prepare certified cost and pricing data packages to support Consolidated Bill of Materials (CBOM) and Basis of Estimates (BOEs) per FAR Table 15-2.
• Collaborate within supply chain organization across capture/program and technical leadership and with suppliers to drive innovative supply chain and technical solutions that meet program requirements.
• Supporting risk and opportunity assessment quantification and analysis during the proposal process.
• Present proposal recommendations to management.
• Represent Stellant during customer negotiations Fact-Finding (RFIs) DCAA and DCMA Audits and TINA Sweeps.
• Assists in the identification and implementation of improvements to processes by analyzing current processes to maximize the efficiency of equipment and personnel to support company improvement initiatives.
• Provide training and mentoring to junior estimators to grow and develop the department.

• Abachelorsdegree (BA) in Accounting Business or related field or an equivalent combination of education and experience which has provided both theoretical and practical knowledge in the field anddemonstratedability to perform the essential functions of the job typicallyacquiredthrough6or more years of related experience.
