Description of Work
The primary purpose of this position is to manage coordinate and oversee contract development procurement processes and provider agreement functions for the Early Intervention Section.This role supports the statewide administration of the NC Infant-Toddler Program by ensuring that all contracts grants procurements and related fiscal processes comply with federal IDEA Part C requirements North Carolina procurement law and Department policies.
This position is responsible for supporting contract management activities for the 4 Contract CDSAs and 700 community-based providers as well as coordinating procurement and grant activities including solicitations agreements and grant-related processes. The role works closely with Budget Finance Contracts Office and program leadership to ensure accurate tracking accountability and execution of contracts and funding.
The position contributes to program accountability by ensuring timely processing of contracts monitoring financial and contractual performance supporting federal reporting requirements and maintaining compliance with state and federal regulations. This work requires strong coordination across internal and external partners and supports the broader Early Intervention system in delivering services statewide.
This position operates within a complex funding structure that includes federal grants state appropriations Medicaid and other funding streams requiring careful alignment of procurement and contract activities with fiscal and programmatic priorities.

Position is Time- Limited for 36 months
Position is funded 100% through federal funds.
Position is eligible for a hybrid-teleworking schedule to include weekly onsite work hours

Veterans and National Guard Preference
