Role Description

Arcadis is seeking a highly motivated and experienced Program Manager to support a major public-sector program in Montgomery County this role you will provide leadership and oversight for the planning execution and delivery of a complex program portfolio ensuring successful outcomes while meeting client objectives schedule commitments budget requirements and quality standards.

The successful candidate will work closely with client stakeholders consultants contractors and project teams to coordinate activities manage risks and support strategic decision-making throughout the program lifecycle.

Role Accountabilities

The Program Manager will be responsible for delivering complex programs and projects while managing diverse stakeholders multidisciplinary teams and multiple service providers.

Key responsibilities include:

• Provide overall program leadership and oversight to ensure successful delivery of program objectives.
• Manage program scope schedule budget risks and performance metrics.
• Coordinate and collaborate with client leadership project teams consultants contractors and other stakeholders.
• Establish and maintain governance structures reporting processes and program controls.
• Develop and monitor key performance indicators (KPIs) and performance reporting to support informed decision-making.
• Lead risk identification mitigation planning and issue resolution activities.
• Facilitate communication among stakeholders and support consensus-building across diverse groups.
• Ensure compliance with applicable regulations policies procedures and contractual requirements.
• Oversee consultant and contractor performance to ensure quality and timely delivery of services.
• Prepare executive-level reports presentations and program updates for client and leadership teams.
• Support strategic planning initiatives and continuous improvement efforts throughout the program lifecycle.

Qualifications & Experience

• Bachelors degree in Engineering Construction Management Architecture Planning Business Administration Public Administration or a related field.
• Project Management Professional (PMP) certification or equivalent program/project management certification preferred.
• Minimum of 10 years of experience managing large complex programs or projects.
• Demonstrated experience with program management stakeholder engagement and risk management.
• Strong knowledge of project controls budgeting scheduling and performance management.
• Experience developing and managing key performance indicators (KPIs) and reporting frameworks.
• Excellent leadership communication and relationship management skills.
• Proven ability to manage multidisciplinary teams consultants contractors and service providers.
• Experience working with public-sector clients government agencies or municipal programs is highly preferred.
• Experience overseeing facilities infrastructure capital improvement or operational programs is preferred.
• Consulting experience is preferred.

We offer nine paid holidays and 20 days PTO that accrue per salary range for this position is $170000 - $204000. Actual salaries will vary and are based on several factors such as experience education budget internal equity project and location.
