Job Summary
Position Overview
The Construction Manager Electrical Engineer (CM-EE) provides specialized electrical engineering and construction management support for a diverse portfolio of construction renovation infrastructure modernization utility and facility improvement projects at Veterans Affairs Medical Facilities. Serving as the Governments owners representative within the assigned discipline the CM-EE supports project planning design procurement construction testing/commissioning as applicable and closeout activities within an active healthcare environment.
The CM-EE applies sound professional judgment to evaluate project documentation assess constructability and complianceidentifytechnical and project-delivery risks and support successful execution. Working collaboratively with VA personnel architects engineers contractors consultants and multidisciplinary stakeholders the CM-EE helpsfacilitateproject delivery while minimizing disruption to patient care hospital operations and ongoing medical services.

This is a full-time onsite position. Location for this position is: Huntington WV
- Employees are expected to report to the designated work location during scheduled work hours.
- An estimated maximum of 40 hours per week to include nights (5PM to 5AM EST) and weekends shall be required per person.
- Any required travel is the employees responsibility and is not compensated unless otherwise required by applicable law.
- The company does not provide a company vehicle. Employees must use their own transportation when travel is required.
Key Responsibilities
The Construction Manager Electrical Engineer is expected to:
Serve as the Governments owners representative for electrical engineering matters throughout all phases of assigned construction projects.
Provide construction management and technical support during project planning design review procurement construction commissioning/acceptance and closeout activities.
Review plans specifications statements of work submittals Requests for Information (RFIs) change requests contractor proposals schedules and other project documentation for completeness constructability and compliance with contract requirements.
Evaluate field conditions and electrical systems including normal and emergency power distribution lighting grounding controls communications interfaces and life-safety systems identifying deficiencies risks conflicts and potential impacts and recommending practical solutions.
Coordinate with VA staff architects engineers contractors consultants and other stakeholders to resolve technical and administrative issues and support constructability reviews site investigations project phasing schedule reviews cost/change evaluations and risk assessments.
Monitor contractor performance through site observations and document reviews track deficiencies and corrective actions evaluate proposed changes and associated schedule or cost impacts and maintain accurate project records and documentation.
Ensure work complies with applicable local state federal and VA requirements while supporting patient safety infection control and continuity of healthcare operations within occupied and mission-critical facilities.
Reporting Relationships
- Direct administrative report: Regional Manager.
- Operational direction: Government Contracting Officers Representative
- Day-to-day supervision: Task Order Lead providing onsite and remote oversight as applicable for assigned Task Orders.
Required Qualifications
Eligibility requirements: U.S. citizenship is required for this position under applicable federal contract requirements. Candidates must also be able to obtain and maintain the required Public Trust clearance and Veterans Affairs PIV badge.
Current professional licensure and a degree in Electrical Engineering from an accredited institution of higher learning.
Minimum of six years of experience in both electrical design and construction.
Ability to quickly understand and apply applicable local state and federal jurisdictional requirements and project-specific electrical requirements.
Strong written and verbal communication skills with proficiency in Microsoft Office Suite and applicable construction management scheduling technical and document management software used to monitor update and produce required work products.
Preferred Qualifications
Experience supporting federal Veterans Affairs healthcare occupied-facility or other mission-critical construction programs.
Familiarity with VA design and construction standards the Technical Information Library (TIL) applicable federal criteria and relevant industry codes and standards.
Demonstrated ability to manage multiple concurrent projects task orders priorities and deadlines while working independently and collaboratively within multidisciplinary teams.
Experience preparing technical reports field observations meeting documentation analyses and recommendations for construction or engineering projects.
Physical Requirements:
Must be physically capable of conducting routine inspections site visits and field verification activities in active construction environments including offices mechanical rooms utility spaces and other industrial or construction areas.
Ability to walk and stand for extended periods climb stairs and ladders as applicable and safely navigate uneven terrain confined work areas and changing site conditions.
Ability to occasionally lift carry push or pull materials or equipment weighing up to 50 pounds.
Ability to wear and properly use required personal protective equipment (PPE) including hard hats safety glasses high-visibility clothing gloves and other job-specific safety equipment. Required PPE is provided by the company; employees are responsible for steel-toed footwear which is eligible for a one-time reimbursement in accordance with company policy. Must be able to perform the essential functions of the position with or without reasonable accommodation.

The posted compensation range reflects the scope and requirements of this position. A final offer will be determined based on the candidates relevant experience skills education certifications and work location along with the responsibilities of the position.
