Guru Consulting Services LLC is seeking an experienced Compensation & Market Study Consultant to support a California public-sector client in conducting a comprehensive compensation and classification market study. The consultant will partner with executive leadership Human Resources and department stakeholders to evaluate current compensation practices perform market benchmarking and develop equitable competitive salary recommendations aligned with industry standards and organizational goals.

• Lead a comprehensive compensation and classification market study for a public-sector organization.

• Conduct salary benchmarking using comparable public agencies and labor market data.

• Review and evaluate current job classifications and compensation structures.

• Analyze internal equity pay compression and classification alignment.

• Develop compensation recommendations and salary range methodologies.

• Facilitate stakeholder interviews workshops and executive meetings.

• Prepare detailed analytical reports and presentation materials for leadership.

• Present findings and recommendations to executive management and governing boards.

• Support implementation planning for approved compensation strategies.

• Bachelors degree in Human Resources Business Administration Public Administration Economics or a related field.

• Experience conducting compensation and classification studies for public-sector organizations.

• Strong knowledge of salary benchmarking and market analysis methodologies.

• Experience with job evaluation classification systems and pay equity analysis.

• Excellent analytical report writing and presentation skills.

• Ability to manage multiple stakeholders in a government consulting environment.

• CCP (Certified Compensation Professional) or related HR certification.

• Experience working with California cities counties or special districts.

• Knowledge of public-sector compensation and labor relations practices.

• Advanced proficiency in Excel compensation analytics and data visualization.
