Job Summary

Under general supervision performs routine public health or behavioral health service procedures and medical tasks in accordance with established policies and procedures; aids clinical and medical staff with examinations patient preparation and treatment immunization and virus and disease testing; maintains equipment and examination rooms; maintains related health and medical records; and performs related duties as assigned.

Supervision Received and Exercised
Receives general supervision from assigned management and/or supervisory personnel and clinical supervision of a physician. Exercises no direct supervision over staff.

Examples of Duties

The job functions listed below are not inclusive or exclusive and are intended only as illustrations or examples of the various types of work that may be performed. Reasonable accommodation will be made when requested and determined by the County to be appropriate under applicable law.

  • Assists in patient examination rooms and treatment; obtains and records patient history and vital signs; conducts basic clinical procedures under the supervision of healthcare professionals; charts medication dispensed.
  • Performs injections including immunizations and skin testing; reviews patient vaccine history; administers virus and disease testing.
  • Maintains and cleans examination rooms; cleans and sterilizes equipment; observes safe work methods relating to the work.
  • Ensures lab specimens are properly packaged labeled and placed for pick up; obtains lab results as directed; advises appropriate staff on following up with patients on lab results.
  • Sets up clinics and supplies; registers patients; assists with determining financial responsibility; records information obtained in the patient medical record; charts medication given in the patient medical record.
  • Screens clients for program and services eligibility.
  • Provides health and education materials and instruction to clients; assists in the preparation and maintenance of patient and clinic records; engages in clinical consultation with professional care providers.
  • Ensures adequate supplies and proper equipment; performs routine inventory ordering and stocking of clinic supplies and materials; reviews vaccine inventory.
  • Under clinical supervision and with authorization administers medication by injection according to protocol.
  • Participates in community outreach activities.
  • Assists in the collection and analysis of community health data.
  • Performs clerical procedures such as scheduling appointments answering telephones typing data entry and filing; contacts patients to remind them of follow-up appointments.
  • Observes and complies with all County and mandated safety rules regulations and protocols.
  • Performs cashiering and general clerical duties.
  • Performs related duties as assigned.

EDUCATION AND EXPERIENCE

Any combination of training and experience that would provide the required knowledge skills and abilities is qualifying. A typical way to obtain the required qualifications would be:

  • Equivalent to completion of the twelfth (12th) grade supplemented by college level or vocational coursework or training in public health behavioral sciences life sciences or related field and one (1) year of increasingly responsible work experience as a Medical Assistant or equivalent
Licenses and Certifications
  • Some positions may require possession of a valid Medical Assistant certificate from a program approved by the State of California.
  • Possession and maintenance of a valid CPR certification.
  • Some positions may require possession of or ability to obtain HIV Counseling certification.
  • Some positions may require the possession of or ability to obtain by the time of appointment an appropriate California drivers license.
Physical Demands
Must possess mobility to work in office and clinic settings support patients and use varied medical and office tools and equipment including a computer; vision to evaluate patients and read printed materials and computer screen; and hearing and speech to communicate in person and over the telephone. Standing in and walking between work areas is frequently required. Finger dexterity is needed to access enter and retrieve data using a computer keyboard or calculator and to operate above mentioned tools and equipment. Positions in this classification frequently bend stoop kneel and reach to perform assigned duties. Employees must possess the ability to lift carry push and pull materials and objects up to 30 pounds or heavier weights with the use of proper equipment and assistance from other staff.

Environmental Conditions
Employees work in office clinical and community environments with moderate noise levels and variable temperature conditions and may include exposure to infectious disease. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.
Application Process

The application review process will include screening to ensure applications are complete and meet all minimum addition to the application the applicant is required to complete the Supplemental Questions to further evaluate their education training and experience relative to the required knowledge skills and abilities for the position. Only qualified applicants who pass the minimum qualifications review will be invited to the examination process which may be administered by a written examination oral interview or any combination of qualifications appraisal determined by the Department of Human Resources to be appropriate. Depending upon the number of applicants meeting the minimum qualifications applicants may be scheduled for one or more of the assessments listed below. Of those passing the initial assessment only the top 15 will move forward to the appraisal panel. Passing score is 70% out of 100% on each assessment section. If only one assessment is conducted the weight for that assessment will be 100%.

PLACEMENT ON THE ELIGIBLE LIST:
The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligibles having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

Candidates who are successful in all phases of the examination process will be placed on an eligible list in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

PRE-EMPLOYMENT MEDICAL REQUIREMENTS:
As a condition of employment with the County of Madera a candidate must submit to a Tuberculosis (TB) screening and related follow up testing as necessary. Designated classifications* are also subject to a medical examination which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.
