JOB TITLE: Clinical Mental Health Manager
REPORTS TO: Director of Youth Services
STATUS: Full-Time/Exempt
COMPENSATION: $105474 annually; paid medical vacation holiday and personal days.
SUMMARY
The Center is seeking a Clinical Mental Health Manager to lead culturally responsive trauma-informed behavioral health services for LGBTQQ youth ages 1624 with a particular focus on young people who are unhoused disconnected or navigating major life transitions. This is a hands-on clinical and program leadership role. The Clinical Mental Health Manager provides crisis intervention counseling case management referrals and clinical consultation while partnering closely with the Youth Program including Drop-in and Housing Navigation and other Center departments to ensure coordinated participant-centered care.
The ideal candidate brings strong clinical judgment experience serving LGBTQQ transitional-age youth and a deep commitment to harm reduction trauma-informed practice and youth empowerment. This role is an opportunity to shape and strengthen behavioral health programming while directly supporting young people in accessing safety stability connection and opportunity.
ESSENTIAL JOB FUNCTIONS
Clinical & Behavioral Health Services:
Provide drop-in and scheduled crisis intervention mental health screening assessment counseling and referrals.
Provide trauma-recovery counseling and behavioral health case management including assessment service linkage and follow-up.
Develop evidence-based time-limited empowerment-focused interventions including individual and group services.
Maintain a concurrent individual therapy caseload of no more than 15 clients.
Provide clinical consultation and support to Youth Program staff around participants needs safety and intervention strategies.
Program Oversight Development & Implementation:
Lead behavioral health program development including outcomes objectives service delivery systems policies procedures and forms.
Track program performance and deliverables and contribute to funder reports grant proposals and other program reporting.
Ensure appropriate documentation HIPAA compliance and adherence to contractual and organizational requirements.
Provide staff training and consultation on trauma-informed harm-reduction and behavioral health best practices.
Build and maintain strong partnerships with community behavioral health and youth-serving organizations to strengthen an integrated system of care.
Service Coordination:
Work closely with other Youth Program leadership and staff to coordinate services and support participant-centered care
Participate in Youth Services management and contribute to staff development training service coordination and a strong team culture
Support coordination with the Centers Information and Referral program and other departments.
Participate in required meetings trainings and clinical supervision
Provide backup support to Youth Program staff and other duties as needed
ESSENTIAL QUALIFICATIONS
California clinical licensure as an LCSW or LCPC appropriate to the role and required for clinical note review.
Experience with Medi-Cal administration billing compliance and documentation requirements.
Ability to support organizations through Medi-Cal transitions evolving billing processes and operational changes.
Proven ability to maintain high-quality clinical care while supporting staff and leadership in adapting to Medi-Cal policies and requirements.
Minimum of 3 years providing behavioral health services to LGBTQQ transitional-age youth.
Minimum of 3 years managing contracts compliance systems and annual performance goals.
Minimum 2 years supervising staff.
Training and experience in crisis counseling and intervention.
Experience with evidence-based trauma-recovery approaches including time-limited client-empowerment-focused individual and group interventions.
Minimum of 1 year of case management experience providing community-based behavioral health services to children families or youth including youth involved in the justice system.
Minimum 1 year of experience serving LGBTQQ youth including demonstrated experience working with unhoused or marginally housed transitional age youth.
Strong communication collaboration and conflict-management skills.
Ability to work effectively across agencies and service systems and in a fast-paced harm-reduction environment
The ideal candidate will have one or more of the following:
Knowledge of San Franciscos behavioral health and youth service systems.
Experience developing or improving behavioral health programs and service delivery systems.
Experience working with the City of San Franciscos Department of Public Health or other City funders
Experience training or coaching multidisciplinary teams.
Bilingual or ASL skills.
Additional Requirements
Ability to pass a criminal background check including fingerprinting and a TB test if offered employment.
Proficiency with Microsoft Office internet-based systems and networked technology.
Fluency in English .
WORKING CONDITIONS
This position is based at the Centers 1800 Market Street location with the option to negotiate remote work up to 20% of the schedule.
The role requires regular computer and office equipment use periods of sitting or stationary work and occasional lifting of up to 20 pounds.
The position may involve shared office space with moderate noise.

Work hours are primarily MondayFriday with occasional evening or weekend work. Schedules are negotiable within a standard 8:00 a.m.7:00 p.m. window.
