Position Overview

The Illinois Department of Natural Resources Office of Realty and Capital Planning is seeking to hire a state-wide engineer to serve as a Permitting and Compliance Manager. This position will coordinate with the IEPA National Pollutant Disharge Elimination System the wastewater stormwater and industrial water treatment programs located on IDNR properties. The person will work on capital improvements and contracting wastewater operator services with the Office of Land Management complete dam inspections and capital improvement projects coordinate and communicate with the Department of Transportation and Capital Development Board (CDB) regarding necessary capital improvement projects to make bridge repairs and replacements oversee permits and verifies compliance for with Illinois Department of Public Health requirements for IDNR potable water treatment systems and small-scale wastewater treatment systems. Essential Functions
  • Under direction performs difficult engineering duties of a professional nature while serving as the Permitting and Compliance Manager.
  • Serves as a project coordinator with the Office of Water Resources (OWR) regarding the IDNR dam safety program.
  • Coordinates with the Illinois Department of Transportation (IDOT) regarding the IDNR bridge inspection program for IDNR owned facilities.
  • Assists regional staff and Division of Statewide & Field Operations management regarding the 1972 Clean Water Act and being in compliance with permitting needs with State and Local Department of Public Health Department requirements.
  • Assists staff statewide with small programs such as Americans with Disabilities (ADA) compliance issues identified during regular field inspections.
  • Utilizes computer programs to produce technical computations and cost estimates in support of proposed projects.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
  • Requires a bachelors degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET).
  • Requires three years of experience in civil or water resource engineering; or three years of experience in the Civil Engineering series.
Preferred Qualifications
  • Three (3) years of working experience in coordination/submission of potable water or wastewater treatment permits.
  • Three (3) years of working experience instructing staff on safety and compliance measures.
  • Three (3) years of work experience successfully communicating with state and federal regulatory authorities.
  • Two (2) years of work experience budgeting for cost estimates for work related purposes.

Charged with preserving protecting and promoting Illinois natural resources the Illinois Department of Natural Resources (IDNR) employees oversee water wildlife wetlands and oil wells parks historic sites and everything in between. Divisions of Statewide and Field Operations

Additionally the Office works on Departmental future planning needs ensures public health and safety codes are met at Department facilities and provides technical expertise on emergency declarations as defined by the Illinois Procurement Code. The Office formulates and executes the Departments capital construction program coordinates projects with the Capital Development Board (CDB) coordinates the Park Road Program with the Department of Transportation (DOT) and provides design review and construction management on these projects; provides design and construction management of the waterfowl development and other Department programs and manages the Departments heavy equipment construction and dredging programs.
