Job Description:

The State of Nebraska Department of Health and Human Services is seeking a Child Care Resource Developer to join the Office of Economic Assistances Child Care and Development Fund team. This position oversees child care subsidy agreements with child care providers who provide subsidy child care for income eligible families including those who are part of child welfare (foster children) and have child care for state adopted children.

The DHHS Resource Developer under general supervision performs a variety of tasks to include performing various contract monitoring activities and resource development activities; researching gathering and maintaining information on community placement resources; monitoring provider contracts reviewing provider billing documents evaluating provider services performing on-site audits sharing findings of investigations and providing recommendations concerning service improvement contract revision and/or termination; conducting licensing and home studies; developing related community resources and monitoring provider services such as transportation support services skills training and other home based services; and approving service providers to ensure compliance with minimum standards and evaluating provider services programs and staff to determine appropriateness of client payments and ensure delivery of contract services.

In this position the Child Care Resource Developer:

  • Determines eligibility for approval to be a Child Care Subsidy Provider
  • Redetermines eligibility to remain an approved Child Care Subsidy Provider annually
  • Completes inspection visits where care is taking place
  • Assist providers by answering questions as needed

Hiring Wage increases July 1 2026 to $19.473 per hour non-exempt

Work Schedule: Monday Friday 8:00 5:00 PM

Dress Attire: Business Casual

Driving is Required

Requirements / Qualifications:

Minimum Qualifications: Post high school coursework/training in social work sociology counseling guidance psychology child development or related field and experience in resource development eligibility determination or contract monitoring within a public service organization. OR Bachelors degree in any of the fields listed above.

Preferred Qualifications:

  • Case management experience
  • Customer service experience
  • Organization skills
  • Basic math knowledge
  • The ability to work independently
  • Knowledge and experience working with Word Excel and NFOCUS.

Other: Valid drivers license or the ability to provide independent authorized transportation.

Knowledge Skills and Abilities:

Excellent communication skills and ability to partner with a variety of people are required. Must have basic math strong computer keyboarding organization and interpersonal skills. Ability to read understand apply and explain complex regulations and policies.
