The Department of Criminal Justice Services is seeking a collaborative and innovative team player to serve as a full-time Child and Youth Justice Services Manager in Richmond Virginia. This position supports the Division of Programs and Services as manager of the Child and Youth Justice Services Section. The selected individual may be eligible for limited telework (generally one day per week) after a period of adjustment. What you will do:
Manage the day-to-day operations of the section in the areas of human resources program oversight funding and staff supervision.
Provide oversight and management of program coordination program support technical assistance training and monitoring of state and federal programs
Oversee the preparation of applications for funding technical reports and legislative studies by section staff.
Oversee the development and implementation of programs.
Oversee the administration of state and federal grant programs including but not limited to solicitations reviews awards and monitoring.
Supervise the work of section staff in completing such activities and otherwise assists where applicable in securing funds for programs in Virginia.
Provide oversight and staffing for appointed advisory committees.
Represent the agency at the federal state and local levels as required.
Develop and nurture collaborative working relationships across agency sections involved in similar work.
Develop and nurture collaborative relationships with other state agencies as appropriate.
Advise on existing projects and lead new and innovative efforts to meet agency division and section goals and objectives.

Minimum Qualifications

Demonstrated working knowledge of Virginias criminal justice system with specific understanding and knowledge in the areas of juvenile justice child welfare and court systems.
Demonstrated experience managing and prioritizing multiple projects deadlines and resources.
Demonstrated ability to interpret and apply state and federal policy and procedures.
Experience managing or administering grant funding and working knowledge of grant funding compliance requirements.
Experience with program planning development and implementation of state and/or local programs.
Experience in developing statewide and community partnerships.
Demonstrated ability to work effectively with officials from all levels and in all branches of federal state and local government.
Effective verbal and written communication skills with a proven ability to compose edit and proofread narrative reports presentations and correspondence.
Demonstrated ability to ensure a work environment which maximizes staff performance and productivity.
Demonstrated skill in organizing and prioritizing work assignments and coordinating and leading team projects.
Knowledge of Microsoft Office Suite to include but not limited to Word Excel Outlook Access etc. Internet and e-mail software.
Strong effective oral and written communication skills.
Documented experience in working both as an active and contributing team member as well as independently.
Demonstrated attention to detail and experience proofreading and editing professional documents and correspondence.
Experience exercising discretion and maintaining confidentiality in a professional environment.

Additional Considerations

Considerable working knowledge of government administration operations and services.
Experience administering and monitoring federal and state grant funds and subrecipients.
Experience developing and analyzing policy and legislation.
Experience supervising staff and leading teams and team projects.
Experience supervising staff who work remotely.
Experience working with federal state and local officials.
Knowledge and demonstrated understanding of federal regulations governing federal grant funds.
Working knowledge and of specific grant funding streams and programs managed by the section: specifically those related to the Juvenile Justice and Delinquency Prevention Act (JJDPA) Childrens Justice Act and/or the Court Appointed Special Advocates Program.

The candidate selected for the position must successfully complete a criminal background investigation and complete and submit a Form I-9 (Employment Eligibility Verification) which will be entered into the Federal E-Verify system to confirm identity and work authorization. The individual may also be responsible for submitting an annual Statement of Personal Economic addition the selected candidate who begins original employment or re-employment in this position must serve a 12-month probationary period effective from the date of employment. The starting salary range is $110000 to $116000 plus the states benefits package.
