Description of Work

The Chief Operating Officer (COO) for the North Carolina Medicaid program is a key executive leader responsible for overseeing the operational strategy performance and administration of one of the largest health programs in the state. The COO ensures that Medicaid operations are efficient compliant datadriven and aligned with departmental goals federal and state regulations and the needs of beneficiaries providers and partners. This role leads crossfunctional teams to drive operational excellence system modernization and continuous improvement across the program.

Knowledge Skills and Abilities/Management Preferences

This position is exempt from the provisions of the North Carolina Human Resources Act. Employees in this classification are not subject to the recruitment selection and priority consideration requirements of Chapter 126 of the North Carolina General Statutes.

Recruitment Range: $150000 - $185000

The Knowledge Skills and Abilities/ Management Preferences are not required. Applicants who possess the following skills are preferred.

  • Deep understanding of Medicaid operations regulatory requirements and health system delivery.
  • Strong operational management skills including process improvement performance measurement and risk management.
  • Proven ability in establishing and maintaining effective working relationships with internal and external stakeholders;
  • Excellent oral and written communication skills;
  • Proven ability to establish and articulate a vision set goals develop and execute strategies and track and measure results.

This position is funded in part through federal funds.
