Chief Examiner

The Maryland Insurance Administration (MIA) isan independent State agency that regulates Marylands $49 billion insuranceindustry and protects consumers by monitoring and enforcing insurers andinsurance professionals compliance with State law. Staff members aresubject matter experts who serve as a resource for lawmakers consumers andother public and private entities.

The MIA is charged with a broad range of responsibilities including thelicensure of insurance carriers and insurance producers (brokers/agents)operating in Maryland the conduct of financial examinations of companies tomonitor financial solvency and the review and approval of rates and contractforms. The MIA investigates reports of consumer fraud and consumercomplaints about life health automobile homeowners and/or propertyinsurance. Insurance carriers are subject to market conduct examinationsand other actions to monitor compliance with Maryland law. The MIA alsohas a unit dedicated to consumer education and outreach which participates inhundreds of events and reaches thousands of individual consumers annually.

The Maryland Insurance Administrationis recruiting to fill the Chief Examiner position in the Financial RegulationDivision. The Chief Examiner manages the entire financial examinationprocess from scheduling examinations to final report issuance to ensure thefinancial solvency of insurance companies and health maintenance organizationslicensed in Maryland that examinations are conducted effectively andefficiently that examination procedures are sufficient to assess thecompanies financial condition that procedures will detect financial solvencyrisk areas potential troubled companies and other significant issues and thatexaminations meet the MIA and National Association of Insurance Commissioners(NAIC) Accreditation standards.

The Chief Examiner is alsoresponsible for scheduling all examinations reviewing and approvinginitial examination planning documents attending status meetings onexaminations reviewing selected work papers in high-risk areas providingdirection and input to the examiners as needed and reviewing and approvingfinal examination reports. The Chief Examiners duties may also includedesigning and conducting training for the staff of field examiners meetingwith companies on financial and admission issues and attending NAICconferences.

Education: Bachelors Degreefrom an accredited college or university.

Experience: Five years ofexperience with a state insurance department public accounting firm orsimilar audit entityor another entity in a financial or audit-relatedarea; and four of those years must be in an in-charge or supervisory capacity.

Licenses Registrations and Certifications: Active CertifiedFinancial Examiner (CFE) designation in accordance with the NationalAssociation of Insurance Commissioner (NAIC) requirement for FinancialExaminers.

• Knowledge of Generally Accepted Accounting Principles (GAAP).
• Knowledge of Generally Accepted Auditing Standards (GAAS).
