Change Management Lead

The Department of Administrations (Admin) Division of Enterprise Applications (DEA) is seeking a Change Management Lead to join the team. We are in growth mode and it is an exciting time to be a contributing member to SC Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. If you enjoy working at the intersection of people process and technology and are motivated by a fast paced multi tasked and transforming environment then this position could be for you! You will serve as the Change Management Lead responsible for directing enterprise application change release and quality management activities across the SCEIS environment. Oversee planning coordination governance and execution or application lifecycle processes to ensure changes are evaluated documented approved tested and successfully deployed. You will work with functional product teams technical teams governance boards and business stakeholders to integrate change management into the application lifecycle improve operational processes maintain enterprise standards and support continuous service delivery.

This position is onsite in Columbia SC.

Responsibilities of the Change Management Lead:
  • Provide technical and administrative leadership for the enterprise application lifecycle.
  • Direct enterprise change release and quality management functions.
  • Establish standards optimize processes and maintain change management documentation.
  • Partner with functional product teams to evaluate new requests solution designs documentation and release approvals.
  • Lead release planning and change intake prioritization classification and assignment activities throughout the application development lifecycle.
  • Serve as the primary point of contact for process orchestration and continuous improvement.
  • Perform other duties as assigned.
Minimum and Additional Requirements

  • A bachelors degree in communications business administration information technology mathematics statistics management information systems or a related field.
  • Relevant experience may substitute for the degree on a year-for-year basis.
  • Extensive experience managing telecommunications data processing or enterprise information technology environments; leading analysts or serving as a team lead responsible for application lifecycle facilitation orchestration and compliance; and supporting complex integrated enterprise environments with large ERP systems and enterprise business processes.
Additional Requirements:
  • Knowledge of IT change and release management principles software development lifecycle (SDLC) and enterprise lifecycle management.
  • Experience managing resources projects and operations within an enterprise IT environment.
  • Ability to coordinate cross-functional business technical and QA teams throughout the application lifecycle.
  • Experience leading major system implementations enterprise migrations and operational support initiatives.
  • Strong analytical communication and problem-solving skills with the ability to identify and improve operational efficiencies.
  • Ability to establish and maintain effective working relationships with business partners technical staff vendors and leadership.
  • Experience working in Agile and Waterfall development environments.
  • Position may require overnight travel.
  • Position requires up-to-date certification(s).
  • Position will be required to report to work for hazardous weather events and during emergency situations.

Preferred Qualifications

  • Experience leading enterprise change management release management or application lifecycle initiatives.
  • Experience with SAP ECC SAP S/4HANA SAP Solution Manager SAP Cloud ALM and Tricentis Test Automation.
