Description of Work
The primary purpose is to review and analyze certificate of need applications proposing new health services and prepare detailed written findings to conditionally approve or deny them based on certificate of need (CON) statutory criteria and regulations. Defend decisions in administrative hearings. Analyze and draft written responses to provider inquiries regarding whether the CON Law is applicable to planned health care transactions and monitor the development of approved projects having received certificates of need.Knowledge Skills and Abilities/Management Preferences
Salary Range: $57983 - $101470
Recruitment Range: $57983 - $72500

- General knowledge of healthcare delivery systems healthcare strategic planning regulation of healthcare facilities and healthcare policies and programs at the State and Federal level.
- Ability to analyze and interpret assumptions and methodologies interpret regulatory and statutory language and the ability to analyze and interpret complex financial statements.
- Advanced written and verbal communication skills the ability to write clearly and concisely and articulate positions clearly.
- Ability to manage numerous diverse projects simultaneously through effective priority setting efficient use of time and attention to detail and accuracy; advanced skills in MS Word and Excel and intermediate skills in MS Access.
This position will close at 11:59 p.m. the night before the end date.
The Division of Health Service Regulationoversees medical mental health and adult care facilities emergency medical services and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.

Minimum Education and Experience

Masters degree from an appropriately accredited institution in Health Administration Public Health Public Administration Business Administration Accounting Juris Doctorate or Certified Public Accountant and two years of experience in health care financing health care administration program evaluation or closely related field; or Bachelors degree from an appropriately accredited institution and four years of the above experience; or an equivalent combination of education and experience.EEO Statement
