The Work Unit:

This work unit exists in the Procurement and Contracts Section and provides central procurement and contract formation services to the divisions within the Colorado Department of Public Health and Environment. The Procurement and Contracts Section exists to provide contract and solicitation planning direction coordination and oversight to Division leadership the Divisions programmatic staff and other stakeholders both internal and external to the CDPHE. The Section serves as the subject matter experts on all procurement and contracting development for the department.

What You Will Do:

This position is a permanent full-time position that serves as a Contract accordance with the departments Procurement and Contracts Section contracts and procurement standards this position performs a full range of contractual and analysis services to the Department which includes drafting compiling and routing full contract packages compliance drafting and revising statements of work (SOW) that accurately reflect program work plans reviewing vendor agreements reviewing redlines to PO and contract terms and conditions creating purchase orders reviewing waiver requests providing consultation and guidance to program staff to ensure understanding and adherence to federal and state requirements assisting with the development of standards guidance and tools to support customers collaborating with assigned Divisions compliance fiscal and program staff to efficiently and effectively process contracts purchase orders and other agreements in a timely manner and making recommendations to the program managers to ensure complete and appropriate utilization of funds in contracts. This position is typically responsible for training other staff on contract and purchasing policies and procedures.

MINIMUM QUALIFICATIONS:
NOTE: An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.

Experience Only:

Eight (8) years of relevant experience in contracting or contract management including compliance fiscal provisions statements of work and solicitations.


OR


Education and Experience:

A combination of related education in business finance public health or a closely related fieldand/or relevant experience in contracting or contract management including compliance fiscal provisions statements of work and solicitations equal to eight (8) years


This experience must be substantiated within the Work Experience section of the application.

PREFERRED QUALIFICATIONS:

In addition to the minimum requirements the successful candidate in this position will have the following highly desirable experience and competencies:


  1. Knowledge and experience with State of Colorado Fiscal and Procurement Rules

  2. Experience working in Colorados financial system (CORE)

  3. Experience planning and developing a contract and all the major components of a contract

  4. Experience prioritizing work planning and organizing work assignments and managing and organizing multiple projects at the same time

  5. Knowledge of the components of a Scope of Work including project description performance requirements/deliverables budget invoicing and monitoring.

  6. Experience training team members colleagues or constituents
