About Pennsylvania Voice: Established in 2010 Pennsylvania Voice is the 501c(3) table for more than 55 state and local-based organizations working year-round to create a more accessible inclusive and representative democracy by amplifying the voices leadership and expertise of communities that have historically experienced deliberate barriers to civic participation. A team of experienced organizers/strategists staff Pennsylvania Voice. We coordinate support convene and co-create with a diverse community of statewide and local leaders each representing distinct organizations around three program areas:
- Civic Engagement: Year-round integrated voter engagement campaigns that increase voting voter registration and participation in civic life among all Pennsylvanians and specifically Black Indigenous and communities of color
- Voting Rights and Access: Modernizing elections to make voting more convenient and fully accessible to all
- Reflective Democracy: Investment in community leadership and governance that is accountable to community interests and needs

Position Summary: Pennsylvania Voice is seeking a collaborative strategic and relationship-oriented Census Manager to lead the development and coordination of Pennsylvanias 2030 Census organizing and engagement efforts. This role will manage Keystone Counts Pennsylvanias statewide census coalition and support partners stakeholders and public officials in advancing strategies that promote a complete and accurate census count across the Commonwealth.
The Census Manager will bring experience in coalition building campaign coordination advocacy organizing and/or civic engagement work along with strong project management and relationship-building skills. The ideal candidate is comfortable facilitating coalition meetings building partnerships translating census data into organizing strategies and coordinating efforts across diverse stakeholders. This position reports to the Deputy Executive Director of Programs and Partnerships and works closely with the Reflective Democracy Manager as well as other Pennsylvania Voice staff coalition partners consultants and external stakeholders to advance Pennsylvania Voices vision of a reflective democracy.
Central Responsibilities of the Census Manager:
- Manage the development coordination and growth of Keystone Counts Pennsylvanias statewide census coalition.
- Support the development and implementation of statewide census organizing advocacy and engagement strategies.
- Build and maintain strong relationships with coalition members community partners public officials and external stakeholders.
- Translate census data mapping tools and demographic analysis into actionable organizing and outreach strategies.
- Participate in and support internal and external activities in collaboration with staff partners and stakeholders.
These central responsibilities are embedded throughout all of the following responsibilities listed below.
Campaigns and Coalition Development
- Recruit engage and support organizations participating in Keystone Counts and related census initiatives.
- Coordinate coalition meetings activities and planning processes in collaboration with partners and stakeholders.
- Support the development and implementation of statewide Get Out the Count strategies and campaign plans.
- Facilitate trainings presentations and educational opportunities related to census engagement and participation.
- Utilize census data mapping tools and demographic analysis to support campaign planning and partner engagement.
- Track and report on campaign goals coalition participation and key project milestones.
External Programs and Partnerships
- Build and maintain relationships with community organizations advocacy groups public officials and other stakeholders involved in census efforts.
- Serve as a thought partner to coalition members and stakeholders working to advance census participation and equitable representation.
- Develop and maintain relationships with national census practitioners experts and peer organizations.
- Participate in national census coalitions convenings and learning opportunities to stay informed on emerging best practices and bring relevant strategies back to Pennsylvania.
- Support advocacy efforts that encourage state and local leaders to take action in support of a complete and accurate census count.
Coalition Management
- Support coalition members in developing and implementing census engagement strategies.
- Share resources best practices and relevant updates with coalition partners.
- Gather partner feedback and communicate emerging opportunities challenges and trends to internal stakeholders.
Perform other duties as assigned.
Qualifications: We are seeking candidates who bring strong coalition-building experience project management skills and a demonstrated commitment to equity and civic engagement. Specifically you will bring:
- 3 years of relevant experience in coalition building community engagement advocacy organizing civic engagement campaigns or related work.
- Experience coordinating partnerships coalitions networks or collaborative initiatives involving multiple stakeholders.
- Experience facilitating meetings trainings workshops or discussions with diverse participants.
- Demonstrated ability to manage multiple projects and priorities in a fast-paced environment.
- Experience building and maintaining relationships with community organizations public officials advocates or other external stakeholders.
- Experience utilizing data mapping tools research or demographic information to inform organizing advocacy or engagement strategies.
- Ability to translate complex policy data or technical information into accessible and actionable information for diverse audiences.
- Knowledge of and interest in the census demographic data voting rights representation or related issues. Experience with census programs or census data is strongly preferred.
- Demonstrated commitment to racial and gender equity with experience working with communities of color and other historically marginalized communities.
- Demonstrated understanding of state-level political landscapes. Prior experience with Pennsylvanias political landscape is a plus.
- Strong written and verbal communication skills including the ability to communicate effectively with diverse audiences and communities.
- Excellent relationship-building skills including the ability to connect with and engage varied internal and external stakeholders.
- Ability to work collaboratively and independently while managing competing priorities.
- Willingness to work irregular hours as needed and to travel monthly throughout Pennsylvania to support partners coalition activities meetings and events.
- Passion for and commitment to the goals of Pennsylvania Voice including civic engagement and economic social and racial justice.
Compensation: Salary range is $ dependent on experience. Pennsylvania Voice offers excellent benefits including full medical and dental coverage retirement (401K) package and paid holiday and vacation days.
Location: Candidates must live in or be willing to relocate to Pennsylvania by the start date. While Pennsylvania Voice employees largely work from home this role requires regular in-person engagement with staff and partners across Pennsylvania. Travel is expected approximately 34 times per month and may include day trips regional travel and occasional overnight stays. Additionally Pennsylvania Voice holds regular mandatory in-person events each year. These events are generally held in our office located in Philadelphia PA but may be held elsewhere. For travel that falls outside of an employees office location Pennsylvania Voice will cover associated travel costs.
Union: Pennsylvania Voice is a unionized workplace in a collective bargaining agreement with OPEIU. This position is classified as a unionized role and is covered under the collective bargaining agreement.
