About the Role
Step into a senior leadership position as the CAPPS HR/Payroll Senior Functional Lead driving the success of statewide HR and Payroll programs for the State of Texas. Leverage your deep expertise in PeopleSoft HCM strategic project management and Texas public sector HR to guide critical business transformations and support a diverse network of agencies. You will be the subject matter expert and trusted advisor ensuring compliance operational excellence and continuous improvement for the CAPPS program.
Responsibilities
- Provide advanced consultative and functional support for the CAPPS HR/PY application acting as a primary point of contact for over 100 Texas state agencies.
- Lead configuration and implementation of PeopleSoft HCM 9.2 modules including Workforce Administration HR Security and Workflow (AWE).
- Interpret and apply State of Texas statutes HR policies federal labor laws and labor regulations to system functionality and process design.
- Oversee ACA compliance: manage 1095-C creation distribution and electronic IRS filings.
- Perform complex system configuration data governance report development (using PS/Query and SAP Business Objects) and security management in a multi-tenant environment.
- Utilize advanced technical skills in Application Designer Integration Broker SQR SQL BI Publisher and PUM for system enhancements and troubleshooting.
- Drive project management activities coordinate with policy teams and managed service vendors and participate in incident and disaster recovery processes.
- Deliver structured cross-training and comprehensive support to agency personnel; ensure all digital deliverables meet WCAG 2.1 accessibility standards.
- Prepare and present executive-level presentations and audit support documentation.
- Maintain compliance with ITIL NIST and State/Federal mandates.
- Continuously innovate monitor system performance and implement enhancements based on user feedback and legislative changes.
Required Skills and Experience
- 15 years expertise in Texas public sector HR policies and federal labor laws.
- Advanced knowledge of PeopleSoft HCM 9.2 including technical configuration and security best practices.
- Proven experience supporting a network of 30 state agencies.
- Strong background in project management audit support and incident management (MIM).
- Hands-on skills with SAP SQR/SQL BI Publisher Application Designer Integration Broker and PUM.
- Ability to prepare WCAG 2.1-compliant materials.
- Exceptional written verbal and interpersonal communication.
- Experience with Agile ITIL NIST and multi-tenancy security standards.
- Track record of delivering executive-ready presentations and vendor management.
Preferred Skills
- Experience with CPAs legacy Statewide Financial Systems and production support.
- Familiarity with State of Texas-specific system integrations (SPRS HRIS).
- Exposure to ServiceNow BOSSDesk and SOC-1 audits.
