About the Role
Step into a senior leadership role as a CAPPS Enterprise Architect with the Texas Comptroller of Public Accounts (CPA) Fiscal Management Statewide Fiscal Systems team. You will drive technology vision strategy and digital transformation for the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. This dynamic position is ideal for a seasoned professional with a passion for public sector innovation technical excellence and cross-functional leadership.
Responsibilities
- Define and execute enterprise technology vision and long-term roadmap for CAPPS systems platforms and data in alignment with business goals
- Ensure solution designs integration patterns security standards and cloud best practices are maintained and enhanced
- Provide architectural leadership for digital transformation cloud migrations and modernization initiatives
- Oversee technical decision-making assign work based on team strengths and monitor performance for timely project delivery
- Serve as the primary escalation point for complex technical issues and manage technical operations service desk and vendor relationships
- Lead contract management oversight including IT control audits system monitoring and compliance with organizational and regulatory standards
- Prepare and deliver executive-level presentations and productivity reports
- Ensure all digital products and content comply with WCAG 2.1 accessibility standards
- Participate in procurement processes as a technical advisor supporting evaluation and negotiation phases
- Maintain comprehensive documentation for architecture integrations and change management
- Support reporting and analytics for contract KPIs compliance metrics and lifecycle performance
- Oversee technical upgrades including PeopleSoft and related software updates
Required Skills and Experience
- Extensive Texas public sector experience supporting state government agencies (20 years)
- Deep technical expertise in CPA application systems (20 years)
- Proven ability to create and manage strategic roadmaps with strong planning and communication skills (20 years)
- Lead experience managing outsourced technical teams and overseeing Managed Services providers (10 years)
- Skilled in preparing executive-level presentations (10 years)
- Expertise in technical project management for CAPPS (10 years)
- Experience interpreting and applying contractual requirements to daily workflows (10 years)
- Strong knowledge of data integration data quality and SDLC methodologies (10 years)
- IT security and control practices proficiency (10 years)
- Technical experience with PeopleSoft FSCM or HCM 9.2 PeopleTools Peoplecode Application Designer SQL PS Query SQR Application Engine Oracle 11 (10 years)
- Experience with CAPPS Central technical support for 100 agencies and 5 Hub instances (10 years)
- IT service desk experience; knowledge of ITIL methodologies (10 years)
