Position Overview

We are seeking an experienced IT Business Analyst III to support a high-profile Medicaid systems modernization initiative focused on the retirement of a legacy mainframe application and migration of critical business functions into future-state enterprise solutions.

This role will serve as a key liaison between business stakeholders technical teams project leadership and vendor partners to ensure business processes system requirements integrations reporting needs and operational dependencies are fully documented analyzed and transitioned successfully.

The ideal candidate brings extensive experience gathering and documenting requirements conducting business process analysis developing traceability and supporting large-scale IT transformation projects within complex environments.

Key Responsibilities

Business Analysis & Requirements Management

  • Elicit analyze validate and document business functional technical data reporting and interface requirements.
  • Facilitate stakeholder workshops interviews and discovery sessions.
  • Translate complex business processes into detailed actionable requirements and specifications.
  • Develop user stories use cases acceptance criteria business rules and process documentation.

Process Analysis & Documentation

  • Analyze current-state business and technical processes.
  • Create future-state process models and workflow diagrams.
  • Perform gap analysis impact analysis dependency analysis and risk assessments.
  • Identify opportunities for process improvements and operational efficiencies.

Traceability & Solution Support

  • Establish and maintain requirements traceability throughout the project lifecycle.
  • Ensure alignment between business objectives solution design development testing and implementation activities.
  • Validate assumptions identify gaps and support issue resolution efforts.

Systems Modernization & Integration

  • Support the retirement of legacy systems and migration to modern enterprise solutions.
  • Analyze data flows interfaces reports source-to-target mappings and integration dependencies.
  • Collaborate with application infrastructure security reporting and data teams to ensure complete solution coverage.

Stakeholder Collaboration

  • Partner with business leaders technical teams vendors project managers and executive stakeholders.
  • Present findings recommendations and decision-ready analysis.
  • Facilitate cross-functional reviews to ensure all critical dependencies are identified and addressed.

Required Qualifications

  • 8 years of Business Analysis experience supporting complex IT projects.
  • 8 years of experience gathering documenting validating and managing requirements.
  • 8 years of experience creating traceability from business needs through implementation.
  • 8 years of experience conducting current-state and future-state analysis.
  • 8 years of experience documenting process flows user stories use cases business rules and acceptance criteria.
  • 8 years of experience working with business application data infrastructure security and vendor teams.
  • Strong experience analyzing integrations interfaces reporting and data dependencies.
  • Excellent written and verbal communication skills with the ability to communicate effectively with technical and executive stakeholders.

Preferred Qualifications

  • Experience supporting legacy system modernization mainframe retirement or enterprise transformation initiatives.
  • Experience within Medicaid healthcare health and human services eligibility claims provider management behavioral health or related public-sector programs.
  • Experience supporting application development or infrastructure deployment projects.
  • Experience with APIs batch processing data warehouses reporting modernization or modular system architectures.
  • Experience working within Texas state government environments DIR contracts or Project Delivery Framework methodologies.
  • Professional certifications such as CBAP PMP PMI-PBA Agile Scrum or SAFe.

They possess strong documentation skills exceptional stakeholder management abilities and experience supporting large-scale modernization efforts involving legacy system retirement and enterprise transformation.
