We are seeking a highly experienced Business Analyst 3 to support a large-scale enterprise modernization initiative involving the retirement of a legacy system and migration to modern modular platforms. This role requires a strong analytical thinker and communicator who can translate complex business processes data flows and system interactions into clear actionable and testable requirements.
The ideal candidate will work across multiple cross-functional teams including business stakeholders application development data infrastructure and security to ensure seamless transition of legacy capabilities into future-state solutions.
- Review analyze and evaluate business systems and user needs.
- Elicit document validate and manage business functional technical data reporting and interface requirements.
- Develop and maintain full requirements traceability across the project lifecycle (design development testing implementation).
- Conduct current-state and future-state analysis including gap impact and dependency analysis.
- Translate complex business processes and workflows into clear documentation including:
- Use cases
- User stories
- Acceptance criteria
- Business rules
- Process flow diagrams
- Analyze system integrations data flows reporting structures and dependencies.
- Facilitate collaboration across cross-functional teams to ensure alignment and completeness of requirements.
- Identify risks assumptions and gaps; provide mitigation strategies and recommendations.
- Prepare decision-ready artifacts including solution options cost/benefit analysis and ROI considerations.
- Support enterprise transformation efforts including legacy system retirement and modernization initiatives.
- 8 years of experience in business analysis including evaluating business systems and user needs.
- 8 years of experience in:
- Requirements elicitation documentation and validation
- Requirements traceability across full SDLC
- Process analysis (current/future state gap impact dependency)
- Documentation of use cases user stories and business rules
- Proven experience working with cross-functional teams (business application data infrastructure security vendors).
- Strong experience supporting complex IT projects with multiple stakeholders and dependencies.
- Excellent written and verbal communication skills including executive-level reporting.
- Experience analyzing:
- Data flows and system integrations
- Interfaces and reporting systems
- Source-to-target data mappings
- Experience in legacy system modernization mainframe retirement or enterprise transformation initiatives.
- Background in public sector or healthcare domains (e.g. Medicaid eligibility systems claims providers behavioral health).
- Experience with application development or infrastructure deployment projects.
- Familiarity with:
- APIs batch processing and data warehouses
- Reporting modernization and modular system design
- Knowledge of state government frameworks or IT governance practices.
- Relevant certifications such as:
- CBAP PMI-PBA PMP
- Agile Scrum or SAFe
- Business Process Reengineering
- Requirements Management & Traceability
- Data & System Analysis
- Stakeholder Communication & Facilitation
- Risk Identification & Mitigation
