GENERALPURPOSE

Performsa variety of working levelpara-professional and technical duties as needed to implement the civilengineering inspection building inspection and code enforcement programs ofthe city. Conducts site inspections onresidential commercial and industrial buildings to assure conformity withestablished city and state uniform building codes.

ESSENTIALFUNCTIONS

Receivesand examines building and other structure plans for compliance with adoptedcodes.

Verifiesthat plans conform to city ordinances

Assumesauthority and responsibility for plan corrections as to conformance to adoptedcodes.

Performsinspections including zoning setbacks building and other structure footingfoundation frame wiring plumbing and heating to assure compliance tobuilding plumbing electrical and mechanical codes and ordinances.

Investigatesalleged code and zoning violations.

Conductsinspections of backflow prevention assemblies and sprinkling systems todetermine conformity to federal state and city ordinances; educates the publicregarding the need for backflow protection.

Conductsregular review of codes ordinances and regulations; receives legalinterpretations as needed to direct enforcement of compliance.

Makesrecommendations related to practical application of codes and ordinances;assists in adapting modifying or rewriting city ordinances as needed.

Conductsroutine and complex inspections of a variety of projects related to generalimprovements to public right-of-ways; approves continuance of work progress orissues stop work notices based upon compliance to standards andproject specifications; monitors permitsrelated to excavation and encroachment ordinances.

Monitorswork performed in public right-of-ways to assure pedestrian and vehicle safety;ensures quality standards are achieved; reviews and inspects work associatedwith bonds posted with permit applications; upon acceptance authorizes releaseof bond.

Maintainsdaily project records; reads and interprets plans; determines plan conformityto established standards; monitors construction data on plans.

Compilesstatistical information; checks computations structure lay-outs and gradesdisseminates and prepares incoming and outgoing correspondence; assuresconsistency between specifications and actual construction. Attendspre-construction conferences.

Conductscity-wide inventory of roads signs and safety devices; may participate in thegathering of traffic study information; performs blue staking for publicutilities.

MINIMUMQUALIFICATIONS

1. Education and Experience:

A. Graduation from high school or equivalentGED plus two (2) years of specialized training in engineering methods andpractices related to testing and compliance; provided through technical college professional workshops oruniversity studies;

B. Three (3) years of responsible experience performing above or related duties;

C. Or an equivalent combination of education andexperience.

2. Knowledge Skills and Abilities:

Working knowledge of civil engineeringtesting methods principles and practices and procedures; sampling and testing applications; construction methods and materials common topublic works projects; engineering standards and codes; technical and practical design of publicworks systems; interpersonalcommunication skills; FEMA regulations;the use of a variety of technical engineering equipment and draftingtools; political legal andgovernmental processes affecting various engineering programs and projectmanagement; building plumbingelectrical mechanical and energy conservation codes; modern constructionmethods practices materials tools and equipment; working knowledge ofdrafting techniques.

Skill in the art of diplomacy andcooperative problem solving.

Ability to communicate effectivelyverbally and in writing; read andinterpret plans and specifications; visualize completed projects in planning stages and estimate the endresults; estimate quantity of materialsaccurately; perform advancedmathematical calculations; develop andmaintain effective working relationships with elected officials federalagencies state agencies local governments subordinates and the public.

3. Special Qualifications:

Mustpossess a valid Utah Drivers license.

Mustbe an I.C.C. certified inspector in plumbing electrical mechanical andbuilding certification as a plans examiner is desired.

4. Work Environment:

Tasksrequire a variety of physical activities generally involving muscular strainsuch as walking standing stooping sitting reaching and lifting. Talking hearing and seeing essential toperforming required job functions. Common eye hand finger dexterity required. Mental application utilizesmemory for details emotional stability and discriminating thinking. Daily local travel required in normal courseof performing job functions.

FLSA AND AT-WILL STATUS

This position is non-appointed andis entitled to protections of Utah Code. As such the Building Inspector shall beentitled to due process appeal authority as set forth in Utah Code.

The Building Inspector position isa non-exempt position under the Fair Labor Standards Act.
