Job Summary
GENERAL PURPOSEPerforms a wide range of professional full performance financial analysis functions as needed to expedite day-to-day operations related to budget strategic planning and performance management. SUPERVISION RECEIVED & EXERCISEDThis position works under the general supervision of the Budget position has no supervisory oversight. ESSENTIAL FUNCTIONS The Budget Analyst position may perform some or all of the following job functions including additional duties as assigned. Perform various special projectsAssists in the development of goalsImplements and enforces policies and proceduresSupports program planning and oversight Monitors citywide budget procedures. Ensures program compliance with federal state and local laws and regulations governing the assigned programs. Prepares and may present reports at various organizational levels as needed. Analyzes requests for budget adjustments and provides recommendations to Budget Manager on approval of departmental budget submissions for accuracy and appropriatenessProvides written recommendations to management on departmental requests for resources Analyzes and proposes reductions to service; works with departments to resolve budget preparation and development of monthly and quarterly financial reporting and develops explanations of variances between budgeted and actual revenues and expenditures Evaluates departmental revenue and expenditure estimates and makes necessary preparation and publication of proposed and adopted budget other divisions of the City Managers and Finance department as QUALIFICATIONSEducation and Experience:Graduation from college with a Bachelors Degree in in accounting finance business or public administration or a related field;ANDThree (2) years of progressively responsible experience performing above and related duties;ORAn equivalent combination of education and experience that provides the required knowledge skills and abilities to perform the essential functions of the Skills and Abilities:Knowledge of: Principles and practices of municipal budget preparation and accounting Principles of city managementPertinent Federal State and local laws codes and regulations Skilled in: Analyzing programs policies and operations Using tact discretion initiative and independent judgment within established guidelines Analyzing and resolving office administrative situations and problemsResearching compiling and summarizing a variety of informational and statistical data and protocols mathematical set priorities Meeting critical deadlines and following up assignments with minimum of direction Applying logical thinking to solve problems or accomplish tasks Understand interpret and communicate complicated policies procedures and protocols mathematical skills Communicate clearly and effectively orally and in writing Prepare clear and concise reports correspondence and other written to: Communicate effectively orally and in writing Analyze written materials and financial reports Prepare clear and concise administrative and financial reports and research and identify critical data to report in support of goals Work independently within established procedures associated with the specific job function demonstrate proficiency with spreadsheets and other software toolsSpecial Qualifications: Must complete required NIMS level training within first six months of Environment:While performing the essential functions of this job the incumbent is regularly required to walk sit use hands to finger handle or feel objects to reach with hands and arms and talk or hear. Common eye hand and finger dexterity is required. Mental application utilizes memory for details verbal instructions complex thinking and creative problem solving.
