Position Purpose

The Budget Analyst III at the Oklahoma Health Care Authority (OHCA) plays a critical role in managing and overseeing the preparation of financial documents and budgets in alignment with state and federal regulations. This position ensures the financial stability and accountability of the agency by developing and implementing fiscal policies preparing financial reports and conducting thorough fiscal analyses. The role also involves collaborating with program directors on budgetary needsprovidingfinancial insights andassistingwith long-range fiscal planning to support the agencys mission of ensuring Oklahomans have access to better health and better care.

Essential FunctionsMay Include:
  • Overseesthe preparation of financial documentsin accordance withstate and federal accounting and reporting requirements andgenerally acceptedaccounting principles (GAAP). Prepares andsubmitsfederal quarterly and annual reportsfor medicalassistancegrants. Prepares and oversees the preparation of expenditure revenue and cost allocation schedules and reviews and approves time studies.

  • Coordinates the production of budget requests and operating budgets consulting with program directors on budgetary needs. Prepares fiscal impact analysis of proposed legislation summary data and justification of budgetary programs.

  • Assistsin long-range fiscal planning and in the development and implementation of fiscal policies and procedures. Observes financial activities through periodic reports and administrative reviews developing controls to assure accountability for financial operations and policy implementation.

  • Assistsin the development and maintenance of fiscal reporting methods and provides neededfinancial managementinformation and recommendations. Reviews and analyzes information from studies and projects for immediate and long-range program development.

  • Representsthe Oklahoma Health Care Authority at various meetings including meetings with other agencies. Plans anddevelopscooperative state-wide financial policies and procedures for services supplied by all agencies.

  • Other duties as assigned.

Knowledge Skills Abilities and Competency Requirements

The Budget Analyst III requires in-depth knowledge offinancial managementprinciples state and federal regulations and budget administration along with strong analytical skills to develop fiscal policies and evaluate financial performance. Effective communication and collaboration abilities are essential to manage cross-functional teams and work with various stakeholders on complex financial projects. Education and/or Experience:
  • Abachelors degree in business or public administration economicsaccountingor finance plus3years of experience in professional budget administration or fiscal analysisOR

  • An equivalent combination of education and experience in one of the above areas.

Preference Qualifications Include:
  • Certifications in any of the followingareas:Certified Public Accountant (CPA) Certified Government Financial Manager (CGFM) Certified Management Accountant (CMA) Certified Fraud Examiner (CFE) or Project Management Professional (PMP)

  • Masters degree in Finance Economics or Public Administration

Physical Demands andWork Environment

Work is typically performed in an office setting with climate-controlled settings and exposure to moderate noise levels.In the course ofperforming job duties employeesare required tospeak stand walk and reach with their hands and arms. This position requires extended periods of sitting and daily use of computers and phones. Employees must be willing to complete all job-related travel associated with this position. Being present at the office is an essential function of this position.
