Job Summary

Introduction

This position will serve as a Budget Analyst within theMaryland Department of Budget and Managements Office of Capital position has direct responsibility for analysis and oversight of capitalbudgets for assigned State agencies and supports in the management of the States capital budget process.

This is a special appointment position that serves at thepleasure of the appointing authority.

Budget Analyst I Capital Program: Grade 15

Budget Analyst II Capital Program: Grade 17

Budget Analyst III Capital Program: Grade 19

LOCATION OF POSITION

301 W. Preston Street Baltimore MD 21201

This is a hybrid work environment that currently allows upto 3 days a week of telework.

POSITION DUTIES

This position will analyze and prepare budgets of assigned agencies and assist in the management of the States capital budget process. This position offers opportunities for direct involvement with Marylands critical fiscal and policy issues as well as opportunities for future growth and development. If hired you will:

- Analyze major State agency capital budget funding requests in order to recommend funding levels in the State capital budget and five-year Capital Improvement Program;

- Evaluate facility master plans and facility programs (project proposals) in order to verify the need for requested capital improvements using established guidelines;

- Monitor the execution of capital projects and programs to ensure consistency with approved programs and budgets;

- Assist in preparation of meeting materials for the Executive Directors capital budget briefings with the Secretary of Budget and Management and the Governor;

- Lead preparation of assigned budget documents such as the capital budget bill five-year Capital Improvement Program and Budget as Proposed/Enacted project list;

- Attend site visits and perform ad hoc analysis when required.

MINIMUM QUALIFICATIONS

Education: Possession of a masters degree in public policy public administration accounting business administration economics finance statistics engineering planning political science or similar preferred. Candidates possessing a bachelors degree in one of these fields or a masters degree in a different area with a minimum of 15 credit hours in these fields will be considered.

Experience: Starting grade will be determined by specific relevant experience skills and knowledge. General guidelines are as follows: Less than 2 years (Budget Analyst I); 2-3 years (Budget Analyst II); 3-4 years (Budget Analyst III) of experience in capital budget formulation review or management; public policy budgeting or analysis; capital/facility planning; or construction project management.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working in Stategovernment especially in capital/facilities planning project costingprocurement and contract management;

Knowledge of performance budgeting concepts;

Demonstrates strong critical thinking skills proactivity and an ability to appropriately apply learned concepts to new situations;

Excellent written and verbalcommunication skills;

Experience in writing reportsand making presentations on capital budget recommendations to seniordepartmental and other executive branch officials;

Strong analytical abilitiesincluding understanding of mathematical and statistical concepts;

Experience with wordprocessing spreadsheets and database software;

Experience in public sectorfinancial management or facilities management to include budget analysisfinance project managementor capital/facility planning;

Ability to work independentlyin teams and under pressure;

Ability to be productive andfulfill job responsibilities in a telework environment; and

Availability to work extendedhours as required to meet budget deadlines.
