Bond Project Manager

PRIMARY PURPOSE:

TheBond ProjectManageris responsible forthe comprehensive oversight planning and execution of the School Districts multi-year capital improvement bond program. This role serves as the primary point of contact between district leadership architectural firms construction contractors and the community. The goal is to ensure all bond-funded projectsranging from new construction to systemic infrastructure upgradesare completed on time within budget and in alignment with thedistrictseducational specifications.

QUALIFICATIONS:

Education/Certification:

Bachelors degree in construction management Architecture Engineering Business Administration ora relatedfield.

Special Knowledge/Skills:

Knowledge of local and state building codes.

Knowledge of state public school construction rules/regulations.

Knowledge of building construction techniques.

Skill in the application of all construction building codes etc.

Skill in implementing communication and collaboration between and among various areas of the organization toenhance service deliveryprojectdevelopment and customer satisfaction.

Deep understanding of public works procurement (e.g. CM-at-Risk Design-Build Competitive Sealed Proposals).

Proficiencyin project management software (e.g. Procore Primavera or MS Project).

Strong soft skills for navigating school board politics and community concerns.

Skill in operating standard computer and software applications including but not limited to electronic mail wordprocessing spreadsheets databases and presentations.

Skill in communicating effectively verbally and in writing.

Ability to organize and prioritize work responsibilities.

Experience:

5 Yearsof experience in large-scale project management preferably within a public sector or K-12 environment.

Proventrack recordof managing budgets exceeding$50M.

Daily Rate pay range:

Minimum: $411.87

Maximum: $574.65

MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:

1. Oversee the$335million bond budget. This includes cash flow forecasting approving expenditures managing contingencies and ensuring strict compliance with state and local bidding laws.
2. Coordinate small (<$250K) medium ($250K - $5MIL) and large ($5MIL - $100MIL) construction projects; manage project scope budgets and schedule.
3. Lead the development and implementation of the master bond schedule. Align construction timelines with the academic calendar to minimize classroom disruption.
4. Lead the procurement process for architects engineers and general contractors. Evaluate performance and ensure all parties adhere to contractual obligations and safety standards.
5. Coordinate delivery of projects using a variety of methods including competitive sealed proposal (CSP) construction manager at risk (CMAR)anddesign-build.
6. Coordinate procurement of design services using consultant pool or request for qualifications (RFQ) process;
7. coordinateprocurement of construction contracts with the Purchasing Department.
8. Manage and oversee constructionprojectsassigned to ensure projects are on schedule; manage expenditures and budget and ensure buildings are constructed as designed.
9. Monitor all phases of construction (design bidding construction and close-out). Conduct regular site visits to ensure quality control and adherence to district-specific standards.
10. Coordinate and conduct construction meetings for multiple projects.
11. Serve as the liaison to theBond Oversight Committee. Prepare regular status reports for the Superintendent and Board of Trustees.
12. Implement communication and collaboration between and among various areas of the district stakeholders toenhance service delivery program development and customer satisfaction.
13. Coordinate projects with all localstateand federal authorities all projects meet ADA requirements building codes fire safety regulations and environmental standards.
14. Coordinate departmental activities with othercampusesDistrict offices and administrators andprovide assistance.
15. Demonstrate behavior that is professional ethical and responsible andserveas a role model for all District staff.
16. Follow McAllen ISD customer service standards.
17. Perform other duties assigned by immediate supervisor (primary evaluator).

SUPERVISORY RESPONSIBILITIES:

No direct supervision is exercised; however position indirectly supervises contractorsarchitects and consultants.
