Dhaka Technologies Limited Company (DTLC) is hiring a Big Data Architect (IT Consultant Master) on behalf of the District of Columbia Office of the Chief Technology Officer (OCTO). The consultant supports the design development implementation and maintenance of an enterprise Big Data solution as part of the OCTO Data Modernization Effort. This role provides expertise for a Big Data and Data Lake system architecture that supports enterprise data operations for the District of Columbia government including Internet of Things (IoT) and Smart City projects the enterprise data warehouse the open data portal and data science applications. The architecture includes Databricks Microsoft Azure platform tools such as Data Lake and Synapse and data pipeline and ETL development tools such as StreamSets and Azure Data Factory. The platform is designed for District-wide use and integration with other OCTO enterprise data tools such as Esri Tableau MicroStrategy API gateways and Oracle databases. The selected consultant joins a collaborative senior data team supporting the District Chief Data Officer.
- Coordinate IT project management engineering maintenance quality assurance and risk management.
- Plan coordinate and monitor project activities.
- Develop technical applications to support users.
- Develop implement maintain and enforce documented standards and procedures for the design development installation modification and documentation of assigned systems.
- Provide training on system products and procedures.
- Perform application upgrades.
- Perform monitoring maintenance and reporting on real-time databases real-time network and serial data communications and real-time graphics and logic applications.
- Troubleshoot problems.
- Ensure that the project life cycle complies with District standards and procedures.
- 16 years planning coordinating and monitoring project activities
- 16 years leading projects and ensuring compliance with established standards and procedures
- 5 years implementing modern Big Data storage and analytics platforms such as Databricks and data lakes
- 5 years of knowledge of modern Big Data and data architecture and implementation best practices
- 5 years of knowledge of the architecture and implementation of networking security and storage on cloud platforms such as Microsoft Azure
- 5 years of operations experience for data platforms such as Databricks including runtime warehousing pipelines auditing sharing cost management and user management
- 5 years deploying data tools and storage on cloud platforms such as Microsoft Azure
- 5 years of knowledge of data-centric systems for the analysis and visualization of data such as Tableau MicroStrategy ArcGIS Kibana and Oracle
- 5 years querying structured and unstructured data sources including SQL and NoSQL databases
- 5 years modeling and ingesting data into and between data systems through data pipelines
- 3 years with API and web services (REST and SOAP)
- 3 years with complex event processing and real-time streaming data
- 3 years deploying and managing data science tools and modules such as notebooks and R
- 3 years with ETL data processing and analytics using languages such as Python Java or R
- Databricks Certified Data Engineer Professional certification (highly desired)
- 2 years deploying apps gateways agents and models on data platforms such as Databricks (nice to have)
- Bachelors degree in Information Technology or a related field or equivalent experience
