Under administrative direction serves as the Assistant Regional Administrator (ARA) for a designated region in the Division of Family and Community Services (DFCS). Assists the Regional Administrator (RA) in implementing statewide initiatives. Coordinates and evaluates the administrative aspects of the statewide operations. Establishes policies utilized in implementation and maintenance of programs. Develops and maintains effective working relationships between offices and local communities in the designated area. Represents the RA before federal and other State government agencies public service groups and/or advocates.
- Serves as Assistant Regional Administrator for a designated region in the Department of Family and Community Services (FCS).
- Assists the Regional Administrator in implementing statewide initiatives.
- Develops and maintains effective working relationships between offices and local communities in the designated areas.
- Serves as full-line supervisor.
- Coordinates with administrators in the designated area on program initiatives.
- Works in conjunction with investigatory officials concerning sensitive internal investigations into such areas as allegations of fraud audits of case records and assessments of programs and services to identify improprieties.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
- Requires knowledge skill and mental development equivalent to completion of four (4) years college with course work in a social or human services field.
- Requires four (4) years progressively responsible administrative experience in a public welfare system.
- Five (5) years of professional experience interpreting and implementing policies procedures and goals of public assistance services such as cash food and medical assistance programs.
- Five (5) years of professional experience in a public assistance eligibility system such as Integrated Eligibility Systems (IES).
- Five (5) years of professional supervisory experience assigning work providing guidance to subordinates recommending counseling and/or discipline following collective bargaining agreements training staff and approving time off.
- Five (5) years of professional casework experience in a social service agency.
- Five (5) years of professional experience providing technical training and assistance to staff to ensure the accurate and timely benefits in service delivery.
- Five (5) years professional experience in public speaking to large and small audiences.
- Requires ability to travel in the performance of duties with overnight stays as appropriate.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Servicess discretion.
